Lords Amendments, Rule as to,
differed-If the result of an Amendment by the Commons of a Lords Amendment was to create a charge which was not in the Bill when it went up to the Lords, that was perfectly legitimate-It had been done over and over again, Dec. 16, 1404, 1411. Scope of Amendment-The Member was right in his contention, and if those lines were adhered to the discussion would be in order, Dec. 17, 1517, 1518.
Local Government
Clause providing that payments should not be made out of the Local Taxation Account, Introduction on Report Stage-It dealt with future appointments and increases only, and did not affect existing ones, and, therefore it was in order although very near the line, Dec. 12, 1037.
Clause relating to Disqualification of Justices of the Peace to act as Solicitors, was out of order, Dec. 12, 1043.
Members who had given notice of
new clauses not being in their plares, it was not in order for these clauses to be moved by other Members, Dec. 12, 1040.

Privilege-Lords Amendments to Education Bill.
Amendment would have been out of order without the words at the end, but those words prevented any Breach of Privilege, Dec. 16, 1384.
No Breach of Privilege arose out of something done in the House of Commons-If the Lords send down a Bill to a Committee which contained no Breach of Privilege and the Commons did something to it to put it into a different con- dition, that could not be a Breach of the Privileges of the House of Commons, Dec. 16, 1403. Rent, Apportionment of, in addition to Capital Expenditure — This involved an addition to the ex- penditure, the incidence of which was affected, it was therefore a Breach of Privilege, Dec. 17, 15,9. -The same remarks applied to the Amendment which inserted or rent after Loans, Dec. 17, 1583.
Suspension of the Sitting at Ten Minutes past 4 o'clock-There was no other Business before the House at the Morning Si ting, the Sitting did not technically come to an end till 7.30, but with the permission of the House he would leave the Chair, and would return to it if any formal Business had to be transacted, such as receiving a Bill coming from the House of Lords, Dec. 15, 1245.
