CHAPTER 2.

AN ACT relating to the charter of the city of Green Bay, and amendatory of chapter 169 of the laws of 1882.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SECTION 1. Section 1, of chapter 2, of chapter 169, of the laws of 1882, is amended so as to read as follows: Section 1. The elective officers of officers of the said city shall be a mayor, three aldermen from city. each ward, a city treasurer, city clerk, and three justices for the city at large; one of said justices shall be elected as, and called police justice. All other officers necessary for the proper management of the affairs of said city shall be appointed by the common council, except the police force, which shall be appointed by the mayor and confirmed by the council.

SECTION 2. Section 5, of chapter 3, of chapter Relating to 169, laws of 1882, is amended so as to read as fol- and his duties. lows: Section 5. The common council shall, at their first meeting for organization in each year after the annual election, choose by ballot a city attorney. The city attorney shall conduct all the law business of the corporation. He shall, when required, furnish opinions upon subjects connected with the welfare of the corporation, submitted to him by the council or any of its committees. He shall keep a docket of all cases to which the city may be a party, in any court of record, in which shall be briefly entered all steps taken in each cause, which docket shall be the property of the city, and shall at all times be open to the inspection of the mayor, or any committee of the common council. It shall also be the duty of the city attorney to draft all general ordinances, all bonds, contracts, leases, conveyances and other instruments of writing that may be required by the business of the city, and to perform such other duties as may be prescribed by the charter and

ordinances. He shall receive an annual salary to be fixed by the council.

SECTION 3. Section 9, of chapter 3, of chapter and his duties. 159, laws of 1882, is hereby amended so as to read as follows: Section 9. The common council shall, at their first regular meeting held after the passage and publication of this act, elect by ballot one assessor, who shall hold his office till the first Monday of September, 1883. The common council shall, on the first Monday of September in each year, or within twenty days thereafter, elect one assessor who shall hold his office for the term of one year. The assessor so elected shall assess all the taxable property of the city of Green Bay, and shall complete and return his assessment roll on the day fixed by the general law of this state. The assessor shall receive for his services such compensation as the common council shall determine, not exceeding the sum of five hundred dollars for the term for which he is elected.

SECTION 4. This act shail take effect and be in force from and after its passage and publication. Approved February 13, 1883.

CHAPTER 4.

AN ACT to incorporate the city of Black River Falls.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

CHAPTER I.

SECTION 1. From and after the fifth day of March, A. D. 1883, all that district of country in the county of Jackson, and state of Wisconsin, hereinafter described, shall be and remain a city by the name of Black River Falls, and they who now or may hereafter inhabit said district shall be a municipal corporation by the name of the city of Black River Falls, and shall have the general powers possessed by municipal corporations at common law and under the revised statutes, and in addition thereto shall have and possess the powers hereinafter granted, and the authorities thereof shall have perpetual succession, shall be capable of contracting and being contracted with,
