In introducing the following pages let me say the design is to separate things political from things theoretical and Visionary; to show that laws as they exist are largely the result of our wishes or sentiments as we express them from time to time at the ballot box.

Another object in view is to define and explain some of our high-sounding words and phrases as they are put forth by those designed to guide our political thought or execute our laws as we have them. There are many who complain of practical results of desired legislation enacted by tacit agreement of the voter him self. Some good people complain about the liquor traffic, some about the tariff, some about the money power, and perhaps with out a remote idea of the origin or authority of any or all for their existence.

In a republic laws and conditions exist by the consent of the people.

Also every ballot of each political party stands for the same thing.
