floods and high water by deepening, widening, straighten-
ing, altering or changing and otherwise improving water
courses within their limits and by constructing levees, em-
bankments and other works and to provide for the levy
of special assessments and other taxes and the issuance
of bonds and certificates to defray the expense of such im-

companies, partnerships, associations or corporations, other
than building and loan associations and insurance
companies and associations, which issue, place, sell, or
otherwise engage in the business, of handling certifi-

stocks, tontine contracts or other investment securities
or agreements of any kind or character, on the partial
payment or installment plan, prescribing the terms and
conditions upon which such persons, firms, companies,
partnerships, associations or corporations shall be permit-
