AN ACT making appropriations for the Michigan State Horticultural Society for the fiscal years ending June thirtieth, nineteen hundred ten, and June thirtieth, nineteen hundred eleven, for the purposes of promoting the horticultural interests of the State and the editing and compiling of reports, and to provide a tax to meet the same.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated for the use of the Appropriation. Michigan State Horticultural Society for the fiscal year ending June thirtieth, nineteen hundred ten, the sum of one thousand dollars, and for the fiscal year ending June thirtieth, nineteen hundred eleven, the sum of one thousand dollars.

SEC. 2. The moneys appropriated by this act shall be paid How paid. by the State treasurer upon the warrant of the Auditor General. SEC. 3. The moneys hereby appropriated may be used by Moneys. the officers of the Michigan State Horticultural Society for procuring lectures, employing scientists or experts to investigate the diseases and insect enemies of trees, vines, plants or fruit, to determine and promulgate the best method of preventing or destroying said diseases and insects, or in such other manner as in the judgment of the said board will best promote the horticultural interests of the State; also in the work of collecting material, securing cuts for illustrations and in preparation of the copy of the reports of said society for the fiscal years ending June thirtieth, nineteen hundred ten, and June thirtieth, nineteen hundred eleven.

SEC. 4. The Auditor General shall incorporate in the State Tax clause. tax for the year nineteen hundred nine, the sum of one thousand dollars, and for the year nineteen hundred ten, the sum of one thousand dollars, which when collected shall be credited to the general fund to reimburse the same for the moneys hereby appropriated.

AN ACT to authorize the State Board of Agriculture to grant teachers' certificates in certain cases.

The People of the State of Michigan enact:

SECTION 1. The State Board of Agriculture, on recommendation of the president and heads of departments of the Michigan Agricultural College, is hereby authorized to grant to persons who have completed the regular four year course in agriculture, together with a course in pedagogics covering at least a half year's special instruction in such subject, a teacher's certificate, which shall serve as a legal qualification to teach agriculture and the related sciences in any of the public schools of this State for the period of three

years.

SEC. 2. Before the certificate herein mentioned shall be valid in any county or city, the holder thereof shall record the same in the office of the legal examining officer of the county or city where such person expects to teach. Such certificate shall not be liable to be annulled, except by the said State board for any cause which would have justified the board in withholding such certificate.

SEC. 3. The secretary of the Michigan Agricultural College shall keep a record of all teachers' certificates so granted by said State Board of Agriculture and shall furnish the Superintendent of Public Instruction annually with a copy of such list.

AN ACT making appropriations for the Michigan School for the Deaf for the fiscal years ending June thirtieth, nineteen hundred ten, and June thirtieth, nineteen hundred eleven, and to provide a tax to meet the same.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated for the current expenses of the Michigan School for the Deaf, for the fiscal year ending June thirtieth, nineteen hundred ten, the sum of eighty thousand dollars, and for the fiscal year ending June thirtieth, nineteen hundred eleven, the sum of eighty thousand dollars.

SEC. 2. The further sum of five hundred dollars is hereby Additional. appropriated for the fiscal year ending June thirtieth, nineteen hundred ten, for the maintenance and improvement of the pupils' library.

SEC. 3. The several sums appropriated by the provisions How paid. of this act shall be paid out of the general fund in the State treasury to the treasurer of the Michigan School for the Deaf at such times and in such amounts as the general accounting laws of the State prescribe, and the disbursing officer shall render his account to the Auditor General thereunder.

SEC. 4. The Auditor General shall incorporate in the Tax clause. State tax for the year nineteen hundred nine, the sum of eighty thousand five hundred dollars and for the year nineteen hundred ten, the sum of eighty thousand dollars, which amounts when collected shall be credited to the general fund to reimburse the same for the moneys hereby appropriated. Home for current expenses for the fiscal years ending

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated for the current expenses of the Michigan Soldiers' Home for the fiscal year ending June thirtieth, nineteen hundred ten, the sum of one hundred seventy-five thousand dollars, and for the fiscal year ending June thirtieth, nineteen hundred eleven, the sum of one hundred seventy-five thousand dollars.

SEC. 2. The several sums appropriated by the provisions of this act shall be paid out of the State treasury to the treasurer of the Michigan Soldiers' Home, at such times and in such amounts as the general accounting laws of the State prescribe, and the disbursing officer shall render his accounts to the Auditor General thereunder.

There is hereby appropriated for the State Highway Department for the fiscal year ending June thirtieth, nineteen hundred ten, the sum of one hundred fifty thousand dollars, and for the fiscal year ending June thirtieth, nineteen hundred eleven, the sum of one hundred fifty thousand dollars, of which ten thousand dollars each
