tion 3 of The Revised Statutes of Saskatchewan 1909 Act, passed during the Third Session of the Second Legislature it was enacted that the Lieutenant Governor in Council shall, by Proclamation published in The Saskatchewan Gazette, declare the day on, from and after which The Revised Statutes of Saskatchewan 1909 shall come into force and the said Revised Statutes shall on, from and after such day so declared become and be in force.

Now KNOW YE that, by and with the advice of Our Executive Council of Our Province of Saskatchewan, We do Proclaim that on, from and after the FIFTEENTH day of MARCH, one thousand nine hundred and eleven, The Revised Statutes of Saskatchewan 1909 shall become and be in force.

OF WHICH PRESENTS all Our loving subjects of Our said Province and all others whom they may concern are hereby required to take notice and to govern themselves accordingly.

IN TESTIMONY WHEREOF, We have caused the Great Seal of Our Province of Saskatchewan to be hereunto affixed.

CHAPTER 1

An Act respecting the Form and Interpretation of

Statutes.

SHORT TITLE.

1. This Act may be cited as "The Interpretation Act." Short title 1907, c. 4, s. 1.

Assembly or by proclamation that the same was laid before the Governor General in Council and that the Governor General was pleased to assent to the same.

(2) Such indorsement shall be taken to be part of such Act; and the date of such assent or signification, as the case may be, shall be the date of the commencement of the Act if no later commencement is therein provided. 1907, c. 4, s. 3.

APPLICATION OF ACT.

4. This Act and every provision thereof shall extend and apply to every Act of the Legislature now or hereafter passed except in so far as the provision is inconsistent with the intent and object of such Act or the interpretation which such provision would give to any word, expression or clause is inconsistent with the context and except in so far as any provision hereof is in any such Act declared not applicable thereto; and the omission in any Act of a declaration that The Interpretation Act applies thereto shall not be construed to prevent it so applying although such express declaration is inserted in some other Act or Acts of the same session. 1907, c. 4, s. 4.

RULES OF CONSTRUCTION.

5. The expression "Act" means an Act of the Legislature of Saskatchewan and also includes an Ordinance of the NorthWest Territories in force in the province. 1907, c. 4, s. 5.

6. In every Act unless the context otherwise requires:

1. The law shall be considered as always speaking; and whenever any matter or thing is expressed in the present tense the same shall be applied to the circumstances as they arise so that effect may be given to each Act and every part thereof according to its spirit, true intent and meaning;

2. Every Act and every provision or enactment thereof shall be deemed remedial whether its immediate purport be to direct the doing of anything which the Legislature deems to be for the public good or to prevent or punish the doing of anything which it deems to be contrary to the public good and shall Construction accordingly receive such fair, large and liberal construction and interpretation as will best ensure the attainment of the object of the Act and of the provision or enactment according to the true intent, meaning and spirit thereof;

3. The preamble of an Act shall be deemed a part thereof and intended to assist in explaining the purport and object of the Act;

5. The expression "his Majesty," "the King" or "the "His Crown" means his Majesty, his heirs and successors, sovereigns of the United Kingdom of Great Britain and Ireland and of the British Dominions beyond the Seas;

The expression "holiday" includes (a) Christmas day, "Holiday" (b) New Year's day, (c) Victoria day (being the twentyfourth day of May), (d) the birthday of the reigning sovereign (or in lieu thereof the day fixed by proclamation of the Governor General for the celebration of such birthday), (e) Dominion day; and should any of the hereinbefore mentioned
