Sec. 21. Salaries of Missouri supreme court commission, Springfield court of appeals commission, Kansas City court of appeals commission and St. Louis court of appeals commission, for supervision of publication of opinions and syllabi.-For salaries of Missouri supreme court commission for selection of opinions to be published and for supervision of preparation of syllabi thereof, fifty-two thousand two hundred and fifty dollars ($52,250.00); for salaries of Springfield court of appeals commission for selection of opinions to be published and for supervision of preparation of syllabi thereof, eleven thousand eight hundred and seventyfive dollars ($11,875.00); for salaries of Kansas City court of appeals commission for selection of opinions to be published and for preparation of syllabi thereof, eleven thousand eight hundred and seventy-five dollars, ($11,875.00); for salaries of St. Louis court of appeals commission for selection of opinions to be published and for supervision of preparation of syllabi thereof, two thousand three hundred and seventy-five dollars, ($2,375.00); in all, a total of seventy-eight thousand three hundred and seventy-five dollars, ($78,375.00).

Sec. 22. General contingent fund. There is hereby appropriated out of the general revenue fund, for fuel for capitol buildings, supreme court building, executive mansion, twelve thousand dollars ($12,000.00); for water capitol buildings, two thousand dollars ($2,000.00); for ice for capitol buildings, five hundred dollars ($500.00); for janitor, supplies, soap, disinfectant, laundry and etc., two thousand dollars ($2,000.00); for salary day and night engineers, day and night firemen at the power house, day and night watchmen and helpers about the capitol grounds, fourteen thousand five hundred forty dollars ($14,540.00); in all, thirty-one thousand and forty dollars ($31,040.00).

Sec. 23. Board of charities and corrections.-There is hereby appropriated to the board of charities and corrections, the following amounts.-Salary of secretary board of charities and corrections, three thousand dollars ($3,000.00); traveling expenses of secretary, fifteen hundred dollars ($1,500.00); salary of children's agent twenty-four hundred dollars ($2,400.00); for traveling expenses of children's agent fifteen hundred dollars ($1,500.00); board meetings and traveling expenses of members, twelve hundred ($1,200.00); stenographer-clerk fourteen hundred dollars ($1,400.00); for contingent expenses of office, including postage, stationery, printing, office furnishings, fixtures, drayage, telegraphing, telephoning and all other expenses, two thousand dollars ($2,000.00); in all, a total of thirteen thousand and forty dollars ($13,040.00).

Sec. 24. Expenses auditing and junketing committees.There is hereby appropriated out of the state treasury, chargeable to the revenue fund, for the purpose of paying the per diem and expenses of the auditing and junketing committees to be appointed by the governor in 1915, the sum of four thousand dollars.

Sec. 25. University-promote growing of improved corn.There is hereby appropriated out of any money in the state treasury, chargeable to the general revenue fund, the sum of five thousand dollars ($5,000.00) for the use of the college of agriculture of the university of the state of Missouri; to be paid to the treasurer of the university of the state of Missouri in like manner as other appropriations, and shall be expended by the dean of the college of agriculture by and with the advice of the Missouri corn growers' association, to further and promote the growing of improved corn in the state of Missouri.

Sec. 26. Criminal costs. For the payment of costs in criminal cases four hundred twenty-five thousand dollars ($425,000.00); for per diem, mileage and expenses in conveying convicts to the penitentiary, seventy-five thousand dollars ($75,000.00); in all, a total of five hundred thousand dollars ($500,000.00): Provided, that all charges for transporting convicts to the penitentiary shall be fully itemized and sworn to before the same are paid.

Sec. 27. Apprehension of criminals. For the apprehension of criminals and the suppression of outlawry, ten thousand dollars ($10,000.00).

Sec. 28. Expenses of circuit judges. For the pay of the expenses of judges of the circuit courts seventy-five thousand six hundred dollars ($75,600.00).

Sec. 28a. Salary and expenses of circuit judge of 38th judicial circuit. There is hereby appropriated out of the state treasury, chargeable to the general revenue fund, the sum of six thousand and four hundred dollars ($6,400), or so much thereof as may be necessary to pay the salary and expenses of the judge of the circuit court of the 38th judicial circuit which was created by the 48th general assembly. Said money to be paid out in like manner as provided for other circuit judges of this state.

Sec. 28b. Salary of two additional circuit judges in city of St. Louis.-There is hereby appropriated out of the general revenue fund, for salary of two additional circuit judges, the sum of eight thousand dollars, ($8,000), the same being made necessary by reason of the creation of the two new circuits in the city of St. Louis. Sec. 29. For diseased animals slaughtered. There is hereby appropriated out of the state treasury the sum of twenty thousand dollars ($20,000.00) to pay for diseased animals slaughtered under the state veterinary act.

Sec. 30. Domestic and foreign investment department. There is hereby appropriated out of the state treasury, chargeable to the "domestic and foreign investment fund," in pursuance of the requirements of an act passed by the 47th general assembly, found on pages 113 and 119, laws of Missouri 1913, the sum of seven thousand nine hundred dollars ($7,900.00), as follows: Salary of one (1) clerk and one (1) deputy, seven thousand four hundred dollars ($7,400.00); for printing, stationery, postage, traveling or

incidental expenses and such other expenses as may be necessary to carry the domestic and foreign investment act into full force and effect, five hundred dollars ($500.00).

Sec. 32. Excise commissioners, St. Louis county—contingent. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the contingent expenses of the office of the excise commissioners of St. Louis county, for furniture, telephoning, telegraphing, expressage, postage, stenographic and clerical hire and all other necessary expenses, the sum of twenty-five hundred dollars ($2,500.00).

Sec. 34. Excise commissioner, city of St. Louis.-There is hereby appropriated out of the state revenue, for the contingent expenses of the office of excise commissioner for the city of St. Louis, the sum of eight thousand dollars ($8,000.00); including pay of clerical help, printing, postage, stationery, telephoning, janitor, telegraphing and other necessary expenses.

Sec. 35. Executive mansion.-For current expenses of the executive mansion, including salary, keep and maintenance of employees, repairs of furniture, care of walls, care of and replenishing of linens and curtains, china and silverware, and other expenses of the mansion, the sum of seven thousand five hundred dollars ($7,500.00). For the improvement of grounds surrounding the executive mansion, water license, night watchmen, vehicles, erecting electric lights along the grounds around the mansion, maintaining of stable, repairs to vehicles, harness and stable, the sum of three thousand dollars ($3,000.00). For repairs of mansion roof, fire apparatus, papering and painting, repairing of floors, walls, laying new floors, repairs generally, carpets, furniture, rugs, furnishings and maintenance of executive mansion, the sum of six thousand two hundred dollars ($6,200.00).

Sec. 36. Factory inspection.-There is hereby appropriated out of any money in the state treasury belonging to the “State factory inspection fund" the sum of forty thousand dollars ($40,000.00), or so much thereof as may be required to pay salaries and contingent expenses of office, printing, traveling and contingent expenses of state factory inspector and his deputies for the years 1915 and 1916.

Sec. 37. County farm advisors.-There is hereby appropriated out of any money in the state treasury, chargeable to the general revenue fund, the sum of thirty-five thousand dollars ($35,000.00) for assisting in the maintenance of county farm advisor under the direction of the state college of agriculture in co-operation with county authorities and other agencies; to be paid to the state college of agriculture in like manner as other appropriations for said college. The duties of the county farm advisor shall be to demonstrate improved agricultural practices and more profitable method of farming which have been determined by investigation of the state college of agriculture and the agricultural experiment station, to co-operate with agricultural clubs, associations and

other organizations whose objects are the betterment of the agriculture of the county.

Sec. 38. State fair. There is hereby appropriated to the use and benefit of the state fair, the sum of forty-nine thousand eight hundred dollars $49,800.00), which shall be expended, or so much thereof as may be necessary for the following purposes:

For agriculture live stock premiums..

For salaries of secretary and employes.
Repairs on buildings and fixtures.

Building and repairing fences.

Tunnel under track....

Boys state fair school, expenses of two boys from each county in the state to be paid while at the fair. . . .

All moneys appropriated in the preceding section shall be used for the purposes enumerated; and any liability or debt incurred in excess of the amount herein appropriated shall be chargeable to the person or persons authorizing the same.

Sec. 39. State fair. There is hereby appropriated to the use and for the support of the state fair, all moneys that may be received and collected from the sale of privileges and from entrance fees, and from all other sources of income of the state fair, including all gifts and donations for special purses and premiums; and all such income and receipts of the state fair shall be used by the board of directors for the support and maintenance of the state fair and shall be duly accounted for in the official report of the board of directors; subject to the following rule and conditions namely: No free pass for admission to ground shall be granted except to directors, officers, superintendents, judges and employes of the state fair, and to the exhibitors of live stock and personal property, and their employes necessary to care for and handle the same, and to licensees and their employes selling food, non-alcoholic drinks and other commodities; and to postal employes in the discharge of their duties, and to railway employes engaged in handling the passenger and freight traffic to and from the fair grounds; and to telephone and telegraph employes working within the grounds.

Sec. 40. Fruit experiment station, Mountain Grove. For the support and maintenance of the fruit experiment station at Mountain Grove, the sum of forty-three thousand three hundred dollars ($43,300.00) as follows:

Sec. 41. Food and drug commissioner. There is hereby appropriated out of the state treasury, chargeable to the general revenue fund for the maintenance of the pure food and drug commissioner, for the years 1915 and 1916, as follows: For the pay of the salary of the commissioner, four thousand dollars ($4,000.00); for the salary of one deputy commissioner, three thousand dollars ($3,000.00); for salary of inspectors, chemists, helpers and stenographer, clerical help, rent, traveling expenses commissioner, inspectors, chemist while in the discharge of their official duty, contigent expense in connection with the office, thirty-four thousand dollars ($34,000.00); for rent, stationery, postage, expressage, four thousand dollars ($4,000.00), in all, a total of forty-five thousand dollars ($45,000.00).

Sec. 42. State fish hatcheries.-There is hereby appropriated out of the state treasury, the sum of twenty-eight thousand [dollars] ($28,000.00), for the support and maintenance of the state fish hatcheries at St. Joseph, St. Louis or elsewhere as established by law, and for the use of the state fish commissioner in the propagation of fish and distribution thereof to the citizens of the state and in the public waters of the state: Provided, that the sum herein appropriated shall be disbursed only upon requisition signed by the treasurer of the fish commission and countersigned by the secretary and vouchers for such expense shall be filed with the state auditor: Provided further, that no part thereof shall be applied to pay the salary of said fish commissioner.

Sec. 43a. Ozark state fish hatchery.-There is hereby appropriated out of the state treasury, chargeable to the general revenue fund, the sum of fifteen thousand dollars ($15,000.00), or so much thereof as may be necessary, to build, equip and stock a fish hatchery, to be located in south Missouri, to be known as "Ozark state fish hatchery," as provided by an act of the 48th general assembly providing for the location and purchase of a site for a state fish hatchery, for the erection of the necessary buildings and fixtures therefor, and for the operation of said hatchery, with an emergency clause.

Sec. 44. Fish and game commissioner.-There is hereby appropriated out of any money in the state treasury belonging to the game protection fund, the sum of one hundred and fifty thousand dollars ($150,000.00), as follows: For salary of game and fish commissioner five thousand dollars ($5,000.00); for salary of superintendent of game farm two thousand four hundred dollars ($2,400.00); for salary of office deputy three thousand dollars ($3,000.CO); for salary of stenographer two thousand dollars ($2,000); for salary and traveling expenses of deputies, sheriffs, constables,
