appointed dep ty game wardens, traveling expenses of the game and fish commissioner, contingent office expenses, stationery, telegraphing, telephoning, janitor, office and official supplies, printing, other necessary office and clerical help; for purchasing and propagating of game on the game farm, freight and expressage and distribution of game propagated, and for help on game farm not exceeding at any one time five (5) employes, rent, and lease of farm, repairs, improvements and equipments for propagating game, feed and all other necessary expenses in the operation of the game farm and in the transaction of the official business and duties of the department, the sum of one hundred thirty-seven thousand six hundred dollars ($137,600.00).

Sec. 45. Expenses fund commissioners. For expenses necessarily incurred by the board of fund commissioners in the sale of capitol bonds, the sum of one thousand dollars ($1,000.00).

Sec. 46. Bureau of geology and mines.-For the support of the bureau of geology and mines, including the salaries of the geologist and employes, traveling expenses, cost of instruments, equipment and supplies, and cost of printing and publishing reports of the surveys, the sum of fifty-two thousand dollars ($52,000.00); for topographic mapping in co-operation with the United States geological survey, and for such printing, engraving and preparing of maps as may be necessary in connection with the work, fifteen thousand dollars ($15,000.00), in all a total of sixty-seven thousand dollars ($67,000.00).

Sec. 47. Governor's office. For the contingent expenses of the governor's office, including the pay of janitor, extra clerical and stenographic help, postage, expressage, telephoning and telegraphing, furniture, furnishings, repairs, equipment and all other office expenses, including traveling expenses of the governor, secretary of the governor, or other office force while in connection with the official business of the state, and for the pay of lieutenant-governor while acting as governor, the sum of seven thousand three hundred dollars ($7,300.00).

Sec. 48. Board of health and vital statistics.-There is hereby appropriated out of the general revenue fund of the state for support of state board of health, as follows: Salaries, thirty-two thousand dollars ($32,000.00); printing, ten thousand dollars ($10,000.00); postage, four thousand dollars ($4,000.00); controlling contagious diseases, three thousand dollars ($3,000.00); office expense, such as office rent, lights, fuel, water and all other necessary contingent expense of office, eighteen hundred dollars ($1,800.00); office equipment, two hundred dollars ($200.00); laboratory equipment and all necessary expense of laboratory, one thousand two hundred fifty dollars ($1,250.00); in all, the sum of fifty-two thousand two hundred fifty dollars ($52,250.00): Provided, that the state board of health and vital statistics shall pay into the state treasury all moneys arising from fees as the registrar of vital statistics may collect for issuing certified copies of births and deaths.

Sec. 49. State board of health. There is, hereby appropriated out of the state treasury, chargeable to the "state board of health," of the money arising from examinations for license to practice medicine and surgery, in pursuance of the requirements of an act entitled: "An act to regulate the practice of medicine, surgery and midwifery, and to prohibit the treatment of sick and afflicted without a license, and to provide penalties for the violation thereof" approved March 12, 1901; for the payment of per diem of ten dollars ($10.00) to the members of said board while acting in their official capacity, and a reasonable compensation for grading examination papers as provided by law, and for the payment of expenses of maintaining said board of health for the years 1915 and 1916, the sum of fifteen thousand dollars ($15,000.00), or so much thereof as may be necessary.

Sec. 50. State historical society. For the suppport of the state historical society of Missouri, during the years 1915 and 1916, the sum of thirteen thousand six hundred dollars ($13,600.00), as follows: For salaries, eight thousand one hundred dollars. ($8,100.00); for contingent expenses, one thousand dollars ($1,000.00); furniture for new building five hundred dollars ($500.00); cataloguing, one thousand three hundred dollars ($1,300.00); for binding, one thousand two hundred dollars ($1,200.00); for printing, one thousand dollars ($1,000.00); purchase of books, five hundred dollars ($500.00).

Sec. 50a. Highway department.-There is hereby appropriated out of the general state road fund for the maintenance and support of the highway department, as follows:

In all, the sum of twenty-nine thousand four hundred dollars ($29,400.00).

Sec. 50b. State board of horticulture.-There is hereby appropriated out of the general revenue fund of the state treasury, the sum of twenty-five hundred dollars ($2,500.00) or so much thereof as may be necessary, for the support and maintenance of the state. board of horticulture, as follows: Salary of secretary, six hundred dollars ($600.00); for all other necessary expenses, including print

ing, postage, stenographic and clerical hire, office supplies and traveling expenses and all other necessary expenses of the department, the sum of nineteen hundred dollars ($1,900.00). The appropriation herein authorized shall be available for the use of this department from January 1, 1915, to June 30, 1915 inclusive, and no part of the same shall be used except for paying the necessary expenses incurred during the period herein mentioned. The purpose of this appropriation being to cover all necessary expenses incurred up to the passage of this act and that this department shall not be continued after June 30th, 1915 at the expense of the state of Missouri.

Sec. 51. Hotel inspection fund.-There is hereby appropriated out of any money in the state treasury belonging to the "hotel inspection fund" the sum of twenty-six thousand three hundred dollars ($26,300.00), as follows: Salary hotel inspector four thousand dollars ($4,000.00), salary deputy inspectors seven thousand two hundred dollars ($7,200.00), traveling expenses of hotel inspector and deputies ten thousand dollars ($10,000.00), contingent expense of office of hotel inspector, such articles as postage, telephoning, telegraphing, express, freight, stationery, janitor and miscellaneous office supplies fifteen hundred dollars ($1,500.00), stenographer, clerk, thirty-six hundred dollars ($3,600.00); traveling expenses to be paid on warrants drawn by the state auditor when satisfactory evidence has been presented to him in writing, showing exact purpose for which such expense was incurred.

Sec. 52. State aid to certain high schools.-There is hereby re-appropriated out of the state school moneys of this state to pay the following amounts to the high schools herein mentioned:

In all, $8,715.03. Same to be paid upon requisitions properly filed and approved as provided for by act of the 47th general assembly of Missouri, session acts 1913, page 725.

Sec. 53. Immigration. There is hereby appropriated out of any money in the state treasury, not otherwise appropriated, chargeable to the state revenue fund, for salary of the chief immigration commissioner the sum of four thousand dollars ($4,000.00) and for office rent, printing, publication, traveling expenses, telephone, telegraph, postage, expressage, janitor, clerical, stenographic, and all other necessary expenses in connection with the immigration office, including the necessary traveling expenses of the board of immigration, seven thousand five hundred dollars ($7,500.00); in all, the sum of eleven thousand five hundred dollars ($11,500.00).

Sec. 54. Insurance department.-There is hereby appropriated out of the state treasury, chargeable to the "insurance fund," for the years 1915 and 1916, for salaries, as follows: Superintendent..

For pay of all other clerical help, stationery, fuel, postage, printing, furniture and codifying laws and for such other things as may be necessary for the transaction of the business of said insurance department, except the expenses of the examinations, valuations or proceedings against any company or winding up, dissolving or settling up the affairs of any insurance company and for cost of litigation and expense in collecting delinquent taxes, fees and costs, the sum of twenty-five thousand nine hundred and sixty dollars ($25,960.00); in all a total of seventy-eight thousand six hundred dollars ($78,600.00).

The receipts of the insurance department shall be paid in to the state treasury weekly, not later than the first Tuesday of each week and paid out only on warrants stating specifically the purpose for which the money is to be paid, drawn by the superintendent of insurance on the state treasury and duly audited by the state auditor. The sums herein appropriated shall be paid out of the fees and earnings of the department of insurance and receipts of said office.

Sec. 54a. Insurance-rating of premiums.-There is hereby appropriated out of the state treasury chargeable to the insurance fund for the years 1915 and 1916 to carry out the provisions of an act of the 48th general assembly entitled "An act regulating insurance against loss or damage by fire, lightning, hail, windstorm and sprinkler leakage and rates of premiums thereon and to provide for the making and maintenance of public records in relation thereto with an emergency clause." For salary and expenses of chief expert, two rating experts, one inspector, $14,000; for stationery, postage, printing and other necessary expenses $1,500; in all the sum of $15,500.

Sec. 55. To counties from foreign insurance, 1915 and 1916. -There is hereby appropriated out of the state treasury chargeable to the "county foreign insurance fund," the sum of four hundred thousand dollars ($400,000.00), or so much thereof as may be available for the year 1915; and the sum of four hundred and twenty-five thousand dollars ($425,000.00), or so much thereof as may be available for the year 1916, to be apportioned among the different counties in the state and the city of St. Louis, as provided for by section 7103, of the Revised Statutes of Missouri, 1909; in all, a total of eight hundred twenty-five thousand dollars ($825,000.00).

Sec. 55a. From insurance to revenue fund. There is hereby appropriated out of the "insurance department fund" into the state revenue fund, the sum of one hundred and twenty-five thousand dollars ($125,000.00), and the state treasurer and state auditor are hereby authorized and directed to transfer said sum on the books of their offices, respectively, upon order of the board of fund commissioners.
