Sec. 68. State poultry experiment station. For the Missouri state poultry experiment station and association, the sum of eighty-one thousand one hundred ten dollars ($81,110.00), as follows:

Sec. 69. Printing. All printing provided for or to be paid for by money appropriated by this act, shall be done under the direction and by the authority of the state printing commission.

Sec. 70. State board of pharmacy.-There is hereby appropriated out of the state treasury, chargeable to the "board of pharmacy fund," in pursuance of the requirements of chapter 42, sections 5764 and 5787, both inclusive and particularly section 5773, of the Revised Statutes of Missouri, 1909, for the payment of salary and expenses of the secretary of the board of pharmacy, the per diem of the members of the board, expenses incurred by the board and its members in carrying into execution and enforcing all laws and statutes relating to the practice of pharmacy, druggists, drugs and poisons, for the years 1915 and 1916, the sum of twenty thousand dollars ($20,000.00), or so much thereof as may be necessary: Provided, that not more than five hundred dollars ($500.00) of this amount shall be used to pay attorneys' fees.

Sec. 71. Printing documents. For purchasing materials, printing and publishing documents for the state as follows: For printing reports and documents ordered by the general assembly, including the reports of the state auditor, state treasurer, warehouse commissioner, curators of the state university forty thousand eight hundred dollars ($40,800.00): Provided, that the printing of the bureau of labor statistics paid for out of this fund shall not exceed ten thousand dollars; for the printing of reports, decisions, orders, records, circulars, publications, documents and all other necessary printing for the public service commission twelve thousand dollars ($12,000.00); for printing for the executive departments as follows: Department of state, of finance and accounts, militia, education, law, warehouse commissioner, and the supreme court, forty thousand dollars, ($40,000.00); for printing and distribution of laws and journals, fifteen thousand dollars ($15,000.00); for printing and distribution of the Missouri manual twentyone thousand dollars ($21,000.00) and the secretary of state is

authorized and instructed to print the same number as were authorized to be printed the previous biennial period; for publishing and distributing the decisions of the supreme court, thirteen thousand five hundred dollars ($13,500.00): Provided that the sum of six thousand dollars ($6,000.00) may be expended by the official reporter of the said court for assistants, and eight hundred dollars ($800.00) for the contingent expenses of his office or so much thereof as may be necessary to purchase furniture, necessary supplies and janitor hire, and to pay for an extra assistant, made necessary by the creation of the supreme court commission, appointed by the reporter, four thousand dollars ($4,000.00), at the rate of two thousand dollars per annum; for publishing and distributing the decisions of the St. Louis, Kansas City and Springfield courts of appeals, twelve thousand five hundred dollars ($12,500.00); for paper for state printing forty-five thousand [dollars] ($45,000.00); for rent of store rooms for state paper, sixteen hundred and eighty dollars ($1,680.00); for paper hoisting and stacking truck, one hundred seventy-five dollars ($175.00); in all, two hundred thirty-eight thousand four hundred fifty-five dollars ($238,455.00).

Sec. 72. Board of pardons and paroles.-There is hereby appropriated out of the general revenue fund for the board of pardons and paroles for the years 1915 and 1916, for salaries of stenographer, and other clerical assistance; traveling expenses of members of the board while on official business for the board; supervision of paroled men, postage, expressage, telephoning, telegraphing, janitor, office furnishings and supplies; and for such other things as may be necessary for the transaction of the business. and work of said board, the sum of ten thousand dollars ($10,000.00). To be paid out on accounts signed by the chairman of the board and approved by the governor.

Sec. 73. Public service commission-contingent expenses.For the contingent expenses of the public service commission for the years 1915 and 1916, including the salaries and pay of clerks, stenographers, rate experts, engineers, accountants, inspectors, and other experts and employes, postage, printing not otherwise provided for, expressage, telephoning, telegraphing, office furnishings and supplies, reports, pay of janitors, traveling expenses, investigations of public utilities, for the purchase of materials, apparatus and standard measuring instruments for testing the accuracy of gas, electric and water meters, and all other necessary contingent expenses of the commission, the sum of two hundred thousand dollars ($200,000.00).

Sec. 73a. Missouri reformatory, Boonville.-There is hereby appropriated out of the general revenue fund for the erection of new buildings at the Missouri reformatory at Boonville the sum of sixty thousand dollars ($60,000.00), for support and maintenance sixty thousand dollars, ($60,000.00), and not to exceed the sum of fifteen thousand dollars ($15,000.00) for guards and attendants; in all a total of one hundred thirty-five thousand dollars.

Same to be expended in carrying out the provisions of an act of the 48th general assembly, entitled: “An act to change the name of 'the Missouri training school for boys' to 'the Missouri reformatory,' to provide who may be committed to said institution and to require the separation of the inmates into classes, and the establishment of a separate department for each class, to provide for the transfer of the inmates from one department to another as their conduct may warrant or require, and for the management, support and control of said reformatory and the inmates therein, and to repeal sections 1524 to section 1542 inclusive, of article XV, chapter 19, of the Revised Statutes of Missouri, 1909, entitled: "The Missouri training school for boys,' and to enact nineteen new sections in lieu thereof to bear the same numbers as those repealed, with an emergency clause."

Sec. 74. Relief of H. B. Clay.-There is hereby appropriated out of the state revenue fund for the relief of H. B. Clay, for interest paid upon warrants issued to said H. B. Clay but which he could not cash by reason of the fact that no appropriation was made to cover the domestic and foreign investment department in the banking department last biennial period, the sum of two hundred thirty-four dollars and fifty-nine cents ($234.59).

Sec. 75. For the relief of Dunklin county fair and live stock company. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of two hundred sixty dollars and eighty-five cents ($265.85), for the relief of Dunklin county fair and live stock company of Dunklin county. The same being the amount said fair was entitled to for the year 1914 under an act passed by the 47th general assembly, but which was not secured owing to a misfortune befalling the secretary of said fair.

Sec. 75c. Relief of Peters-Eichler Heating Co.-For the relief of the Peters-Eichler Heating Company for interest on contract price of installing a water plant at hospital No. 1 as per contract between the Peters-Eichler Heating Company and the board of managers of the Fulton hospital No. 1....

Sec. 76. For the relief of Forest Green fair.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of one hundred thirteen dollars and twentyfive cents ($113.25), for the relief of Forest Green fair of Chariton county. The same being the amount said fair was entitled to for the year 1914 under an act passed by the 47th general assembly, but which was not secured owing to a misfortune befalling the secretary of said fair.

Sec. 77. Relief of Chester F. Healy.-There is hereby appropriated out of the general revenue fund for the relief of Chester F. Healy, who lost his eyesight, his right hand, and who was mangled in left hand and body, while acting as a member of the state militia in public maneuvers in Swope park, Kansas City, Jackson county, Missouri, July 4th, 1914, the sum of two thousand dollars ($2,000.00).

Sec. 79. Relief of Catherine Matthews.-There is hereby appropriated out of the state revenue fund for the relief of Catherine Matthews, for interest paid upon warrants issued to said Catherine Matthews, but which she could not cash by reason of the fact that no appropriation was made to cover the domestic and foreign investment department in the banking department last biennial period, the sum of one hundred and one dollars and forty cents ($101.40).

Sec. 80. For the relief of John H. Nolen.-There is hereby appropriated out of the general revenue fund of the state of Missouri, for the compensation and relief of John H. Nolen, because of services rendered and expenses incurred in behalf of the state of Missouri as special agent of the state and Missouri waterways commission during the months of January, February and March, 1913, as follows:

Sec. 81. For the relief of the Sturgeon fair association.— There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of three hundred dollars ($300.00), for the relief of the Sturgeon fair association. The same being the amount said fair was entitled to for the year 1913 under an act passed by the 47th general assembly, but which was not secured owing to a misfortune befalling the secretary of said fair: Provided, that before the sum herein mentioned shall be paid, the state auditor shall require full and complete proof as required by an act passed by the 47th general assembly, found on page 106, session acts, 1913, with the exception as to the dates of filing the proof.

Sec. 81a. County fair associations.-There is hereby appropriated the sum of twenty-five thousand dollars ($25,000.00) for "county fair associations," under the act passed by the 47th general assembly.

Sec. 82. Relief of rural school districts.-There is hereby appropriated out of the state school funds, for the relief of school district No. 6, Mississippi county, the sum of one hundred twentysix dollars and forty cents ($126.40); for the relief of school district No. 41, in Mississippi county, the sum of forty-three dollars and seventy-one cents ($43.71); in all, one hundred seventy dollars and eleven cents ($170.11). The amount herein appropriated being to reimburse said school districts for money they should have received but for an emergency arising by reason of destructive overflow.

Sec. 83. Relief of Missouri code commission.-There is hereby appropriated out of any money in the state treasury not otherwise appropriated, the sum of four thousand six hundred one dollars and forty-five cents ($4,601.45), for the payment of all necessary expenses incurred by the secretary of the Missouri code commission, for all necessary office supplies, stenographic hire and for traveling expenses of members of the commission. Money herein appropriated shall be paid upon accounts itemized and properly sworn to by the person or person[s] authorizing or incurring the expenditure.

Sec. 84. Relief of Missouri insurance commission.-There is hereby appropriated out of the state treasury out of any money not otherwise appropriated, the sum of five thousand three hundred ten dollars and fifty-five cents ($5,310.55), for the payment of necessary traveling and subsistence expenses of the Missouri insurance commission, clerical work, expense of assistant secretary, stenographic services, printing report of commission, telegraph, telephone and office expenses, including interest on money borrowed: Provided, that no money herein appropriated shall be used for the payment of the expenses of any state official. Money herein appropriated shall be paid upon itemized accounts properly sworn to and duly audited by the state auditor.

Sec. 84a. Relief of Missouri statutes commission.-There is hereby appropriated out of the state treasury out of any money not otherwise appropriated, the sum of ($3,897.50) for the payment in full of all necessary expenses and services of the Missouri statute commission, for all necessary office supplies, stenographic hire, services, postage, stationery, traveling and hotel expenses of the members of the commission. Money herein appropriated shall be paid upon accounts itemized and properly sworn to by the person or persons (or person) authorizing or incurring the expenditure.

Sec. 84b. Relief of Missouri election commission.-There is hereby appropriated out of the state treasury, out of any money not otherwise appropriated, the sum of three hundred and fiftynine dollars and forty-three cents ($359.43) for the payment of
