necessary traveling and subsistence expenses of the Missouri election commission, clerical work, expenses of secretary and printing report of commission. Money herein appropriated shall be paid upon accounts itemized and properly sworn to by the person or persons authorized or incurring the expenditure. Sec. 85. Relief of Joseph E. Black.-There is hereby appropriated out of the general revenue fund of any money not otherwise appropriated, the sum of one hundred and eight dollars and seventy-seven cents ($108.77), payable to Joseph E. Black for expenses incurred by him in appearing before committees of the 47th general assembly, as commissioner of the Panama-Pacific exposition. Sec. 86. Relief of Sanford B. Ladd.-There is hereby appropriated out of the general revenue fund of any money not otherwise appropriated, the sum of one thousand dollars ($1,000.00), for the relief of Sanford B. Ladd, for services rendered the state of Missouri as attorney in suits involving the two-cent passenger fare and maximum freight cases; to be accepted as full and complete payment of all services heretofore rendered by said Sanford B. Ladd to the state of Missouri. Sec. 87. For the relief of Frank M. Carter.-There is hereby appropriated out of the general revenue fund of the state of Missouri, for relief and compensation of Frank M. Carter, sheriff of Andrew county, the sum of seventy-one dollars ($71.00), or so much thereof as shall be necessary to pay him for actual expenses incurred in the execution of a "writ of election" issued by the governor to supply vacancy in the state senate caused by the resignation of Francis M. Wilson, in the third senatorial district of Missouri: Provided, that said Frank M. Carter shall make a sworn statement, setting forth the items and purposes of expenditure, with the state auditor, and that he shall be authorized to pay only such expenditures as were necessary in performance of his official duty as sheriff. Sec. 87a. Relief of H. B. Johnson, administrator.-There is hereby appropriated out of the state treasury, chargeable to the "game protection fund," the sum of one hundred two dollars and thirty cents ($102.30), payable to H. B. Johnson administrator of the estate of Z. A. Johnson, deceased, in full and complete payment for services rendered by the late Z. A. Johnson, deputy game warden, for services and expenses incurred during the months of January and February, 1913, when acting as deputy game warden. Sec. 87b. Relief of E. C. Higgins. There is hereby appropriated out of the state treasury, chargeable to the "game protection fund," the sum of ($295.41), payable to the said E. C. Higgins, in full and complete payment for services rendered by him, as deputy game warden for the months of August and October 1912, at which time the said E. C. Higgins was duly qualified and acting deputy game warden of Missouri, of the 16th congressional district. The acceptance of the above amount also releases the state from any and all claims that the said E. C. Higgins might have against the state of Missouri, on account of money paid out and expended by him in the prosecution of one George Eckerle, in the circuit court of Phelps county, Missouri, charged with having violated the game law in said county. Sec. 87c. Relief of James L. Marlow.-There is hereby appropriated out of the general revenue fund for the relief of James. L. Marlow of Liberal, Missouri, the sum of eight hundred dollars ($800.00) because of loss and damage suffered by him on horses. quarantined from July 9, 1913, to Dec. 11, 1914, to be paid by the auditor's warrant on state treasurer. Roads.-There is hereby appropriated out of the good roads fund, before any transfer is made, the sum of three hundred and fifty thousand dollars ($350,000.00) for the years 1915 and 1916, for the purpose of carrying into effect the bill enacted by the 48th general assembly for a system of dragged roads to connect all county seats of the state in one general system to be paid by the state auditor upon requisitions drawn on the state auditor by the county highway boards and the state highway commissioner in accordance with the law creating county highway boards in each and every county in this state. Sec. 89a. To counties from general state road fund.-There is hereby appropriated out of the fund known as the general state road fund the sum of five hundred thousand dollars ($500,000.00) to be apportioned and used in the several counties and the city of St. Louis in the manner provided by the law governing said fund; for the construction of permanent improvements of roads in the State of Missouri, where the counties, districts or citizens will pay not less than one-half of the cost of such construction and improvements. Sec. 90. To counties from road fund from sale of stamps.There is hereby appropriated out of the "road fund," arising from the sale of stamps by the state auditor, under the provisions of the statute, commonly known as the stamp act, the sum of two hundred thousand dollars ($200,000.00) and the state auditor is directed to distribute and apportion said money among the various counties of the state and the city of St. Louis, as is provided by law. (This appropriation is necessary in order to authorize the auditor to make the distribution of funds which have now and will accumulate in the treasury under the stamp act.) Sec. 91. Transfer funds good roads to general state road fund. There is hereby appropriated out of any money in the state treasury to the credit of the "good roads fund," the sum of five hundred thousand dollars ($500,000.00), and the same is transferred and placed to the credit of and in the fund known as the "general state road fund," and created by section 11914 Revised Statutes of Missouri, 1909, and the state auditor and state treasurer are directed to make the necessary transfers upon their books. Sec. 91a. Appropriation for monument of Alexander W. Doniphan. There is hereby appropriated out of any money in the state treasury not otherwise appropriated, the sum of ten thousand dollars ($10,000.00) to be used in the erection of a suitable statue of bronze, stone or other suitable materials, to the memory of Honorable Alexander W. Doniphan to be located in Richmond, Missouri. Commissioners, powers and duties.-The construction of said. statue shall be committed to a commission composed of three persons, to be appointed by the governor. Two of said commissioners shall constitute a quorum for the transaction of business. They shall meet for organization at a time and place to be fixed by the governor, within twenty days after their appointment, and choose one of their number as chairman, and another as secretary, and a vacancy in the office of any commissioner shall be filled by |
