the governor. The said statue shall be constructed and located under contract or contracts entered into by said commission, signed for it by its chairman, and attested by its secretary, and all vouchers of expense shall be approved upon order of the commission in the same way, and when so approved, the state auditor shall issue a warrant on the state treasurer for the amount thereof. The said commission shall have full power and supervision of the construction, location and dedication of said statue, and is hereby authorized to receive any amounts that may be donated by private subscription for said statue; and shall keep a careful record of same, together with all proceedings of the commission, and upon completion of said statue and their work hereunder, they shall deposit said record with the historical society of Missouri at Columbia. The said commissioners shall receive their actual expenses in the performance of their duties but no other compensation.

Sec. 92. Rural high schools.-There is hereby appropriated out of any moneys in the state treasury chargeable to the general revenue fund the sum of one hundred twenty-five thousand dollars ($125,000.00) for the purpose of carrying out the provisions of senate bill No. 241, establishing rural high schools; to be paid according to the provisions of said senate bill No. 241.

Sec. 93. Teachers' training courses in high schools.-There is hereby appropriated out of any moneys in the state treasury, chargeable to the general revenue fund the sum of one hundred sixty thousand dollars ($160,000.00) for the purpose of carrying out the provisions of senate bill No. 247, establishing teacher training courses in certain high schools; to be paid according to the provisions of said senate bill No. 247.

Sec. 94. Sterling Price monument.-There is hereby appropriated out of any money in the state treasury not otherwise appropriated, the sum of two thousand one hundred ninety-six dollars and eighty cents ($2,196.80), for the unveiling and to complete the erection of a suitable monument of bronze or stone to the memory of Sterling Price, located at Price's memorial park, Keytesville, Missouri; the same being the amount reverted from the appropriations of the 47th general assembly.

Sec. 95. Teachers' training courses in high schools.-There is hereby appropriated out of the state treasury chargeable to the general revenue fund, the sum of three hundred seventy-five dollars ($375.00), payable to the New Madrid teacher's training high school; the same being a reappropriation of the money said school was entitled to during the year 1913, but which elapsed to the state treasury on account of the failure of the state superintendent of public schools to inspect said school, providing that the amount herein specified or so much thereof as said school is entitled to, shall be paid only upon approval of the state superintendent of schools in accordance with the provision of an act passed by the 47th general assembly, found on pages 732 and 734, session acts, 1913.

Sec. 96. Secretary of state-corporation registration. There is hereby appropriated out of the fund arising from the operation of house bill No. 482, entitled "An act to provide for annual registration, supervision, and filing of annual reports of certain corporations; suspension and forfeiture of corporate charters for violation of this act; reinstatement after suspension or forfeiture; and fixing fees for registration, prescribing fines and penalties for violation and repealing all acts in conflict therewith," for the years 1915 and 1916, the sum of twenty-two thousand dollars ($22,000.00), or so much thereof as may be necessary, for the use of the secretary of state, for the payment of the salaries of the assistant supervisor and clerks, traveling and other expenses incident to and necessary for the enforcement and administration of the act: Provided, that should the fees collected from the operation of said act be transferred by law to the general revenue the amount by this section appropriated shall be paid out of said general revenue fund for the purposes in this section set forth.

Sec. 97. Secretary of state's office. For the contingent expenses of the office of the secretary of state, including pay of janitor, postage, expressage, telegraphing, telephoning and other miscellaneous expenses, eleven thousand dollars ($11,000.00).

Sec. 97a. Secretary of state-purchase court reports. There is hereby appropriated out of any available funds in the state treasury the sum of three hundred fifty dollars payable to the secretary of state for the purchase of necessary copies of Missouri supreme and appeals reports to complete one set of such reports, for use of and delivery to division No. 2 of the circuit court of the thirteenth judicial circuit.

Sec. 98. Secretary of state, copying field notes. For the use of the secretary of state for copying government field notes of the U. S. survey of Missouri, six thousand dollars ($6,000.00), the books in which the writing has faded most to be copied first; the clerks to be employed for this purpose to be paid the same salary as other clerks in the state department are paid in equal monthly installments out of the state treasury by warrants drawn by the state auditor upon vouchers approved by the secretary of state.

Sec. 99. Soil experiments.-There is hereby appropriated out of any money in the state treasury chargeable to the general revenue fund the sum of twenty thousand dollars (20,000.00) for the purpose of determining by practical experiments of the different type of soil in Missouri, their agricultural values and the best methods of conserving and improving their fertility; to be paid to the Missouri agricultural experiment station in like manner as other appropriations for said station.

Sec. 100. State soil survey.-There is hereby appropriated out of any money in the state treasury, chargeable to the general revenue fund, the sum of fifteen thousand dollars ($15,000.00) for the continuation of the soil survey of the state in co-operation with the bureau of soil of the United States department of agriculture,

the purpose of which is to determine the physical and chemical characteristics and agricultural values of Missouri soil; to be paid to the state college of agriculture in like manner as other appropriations for said college.

Sec. 101. Purchase of stamps for futures, salary special clerk and incidental expenses enforcing law. There is hereby appropriated out of any money in the state treasury belonging to the "road fund,"-stamp act-the sum of one thousand dollars ($1,000.00), to be used by the state auditor to purchase stamps as provided for by an act approved March 1, 1907, concerning the sale and future delivery of grain and other commodities; also, the sum of three thousand six hundred dollars ($3,600.00) to pay the salary of a special clerk and two thousand dollars ($2,000.00) for traveling and incidental expenses in connection with enforcing the law; in all, a total of six thousand six hundred dollars ($6,600.00).

Sec. 102. Supreme court-contingent. For contingent expenses of the supreme court including incidental expenses of marshal, for the pay of janitors, elevator operators, engineer, night watchman, library, insurance, postage, expressage, telegraphing, telephoning and incidental expenses, twenty thousand dollars ($20,000.00).

Sec. 103. Stenographers-supreme court commission.— For salaries of four (4) stenographers for the supreme court commissioners, the sum of twelve thousand dollars ($12,000.00).

Sec. 104. Supreme court commission.-For salaries of four supreme court commissioners, the sum of twenty-eight thousand five hundred dollars ($28,500.00), (the same being for salaries not provided for in the civil bill); for contingent expenses of supreme court commissioners, the sum of fifteen hundred dollars ($1,500.00); in all, the sum of thirty thousand dollars ($30,000.00).

Sec. 105. For contingent expense of superintendent of public schools. For the contingent expense of superintendent of public schools, the sum of eighteen thousand four hundred [dollars] ($18,400.00), as follows: For postage, three thousand dollars ($3,000.00); for expressage, two thousand dollars ($2,000.00); for extra stenographic help, twenty-two hundred dollars ($2,200.00); for telephone, telegraph, furniture, repairs and etc., one thousand dollars ($1,000.00); for traveling expenses, nine thousand dollars ($9,000.00); for janitor twelve hundred dollars. ($1,200.00).

Sec. 106. County superintendents of schools.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of ninety-one thousand two hundred dollars ($91,200.00), which shall be apportioned at the rate of four hundred dollars ($400.00) per annum, to each county in the state, the same to be applied on the salaries of the county superintendents of schools; and the state auditor, shall, quarterly, upon the requisi

tion made by any county draw a warrant for the proportional amount due such county.

Sec. 107. County superintendents of schools-deficiency.— For the purpose of meeting deficiencies caused by counties not having requisitions on file in the auditor's office prior to the close of the biennial period, there is hereby appropriated for county superintendents of schools' salaries the sum of ten thousand dollars ($10,000.00).

Sec. 108. Stationery. For stationery of office of governor, secretary of state, state auditor, state treasury, department of education, attorney-general, and supreme court, ten thousand dollars ($10,000.00).

Sec. 109. Books for state library. For purchasing and binding books for the state library ordered by the supreme judges, six thousand dollars ($6,000.00); for publishing and binding catalogue of state library one thousand three hundred dollars ($1,300.00); for contingent expenses of state library, including janitor, postage, expressage, etc., one thousand dollars ($1,000.00); in all eight thousand three hundred dollars ($8,300.00).

Sec. 110. Repairs of supreme court building and improvement of grounds. For painting and decorating interior woodwork and walls, painting all exterior wood and metal work, two thousand dollars ($2,000.00); for all other necessary repairs to supreme court building one thousand dollars ($1,000.00); in all, four thousand dollars ($4,000.00). The supervision of the above expenditures and letting of contracts incident thereto shall be vested with the supreme court and the attorney-general acting jointly.

Sec. 111. State treasurer's office. For the contingent expenses of the office of state treasurer, including postage, expressage, telephoning and telegraphing, two thousand five hundred dollars. ($2,500.00); for the pay of janitor, one thousand four hundred and forty dollars ($1,440.00); for the purchase of stamps to be used in beer inspection, and for incidental expenses incurred in connection therewith, four thousand dollars, ($4,000.00); and for the purchase of stamps to be used by the state inspector of petroleum and oils and gasoline, and for incidental expenses incurred in connection therewith, two thousand dollars ($2,000.00); in all, nine thousand nine hundred and forty dollars.

Sec. 112. Expenses state veterinary examining board.— There is hereby appropriated out of the state veterinary fund, created by an act entitled "An act to regulate the practice of veterinary surgery, medicine and dentistry, create a veterinary examining board in the State of Missouri, and prescribing a penalty for the violation thereof," approved March 23, 1905, the sum of three thousand dollars ($3,000.00), for the support and maintenance of the state veterinary examining board, including the per diem and necessary traveling expenses of the members of the board in the performance of their official duties, and the necessary incidental expenses of the board.

Sec. 113. Memorial national park at Vicksburg, Mississippi. There is hereby appropriated out of any funds in the state treasury, not otherwise appropriated, for the purpose of completing the erection, in the Vicksburg national military park, at Vicksburg, Mississippi, of the Missouri state memorial, Missouri regimental and battery monuments and markers, and the payment of the actual expenses of the Missouri-Vicksburg national military park commission, the sum of $17,298.15, which is the unused portion of the appropriation of 1913. And of this amount $8,500.00 is to be expended for the completion of the monuments, and the balance is to be expended for regimental and battery markers and the necessary expenses of the commission. All expenditures from the appropriation made by this act shall be paid only upon warrants drawn upon the state treasury by the president, vice-president and secretary of said commission, each warrant indicating for what specific purpose the same is drawn. Said commission shall make report of its work hereunder, to the general assembly, upon the termination of its duties under this act.

Sec. 114. Warehouse commissioner and grain inspection department. There is hereby appropriated out of the general revenue of the state for expenses of warehouse commissioner and grain inspection department, the sum of nine thousand seven hundred twenty dollars ($9,720.00), as follows: Rent of offices, four thousand two hundred sixty dollars ($4,260.00); postage, eight hundred forty dollars ($840.00); telephones seven hundred twenty dollars ($720.00); traveling expenses of commissioner and inspector fifteen hundred dollars ($1,500.00), car seals, grain bags and moisture testing supplies twelve hundred dollars ($1,200.00), office supplies, furniture, water, lights, etc. twelve hundred dollars ($1,200.00).

Sec. 115. Expense accounts for board and lodging of person or employes of state how paid.-Provided that no part of the money appropriated in this appropriation act shall be used by any person or employe of the state connected with the state government as expenses incurred in the city of Jefferson City for a period to exceed two days in any one month; and provided further, that no person or employe of the state shall be allowed expenses for board or lodging in the city or town in which he or she is a resident.

Sec. 116. Excess-how chargeable.-Any liability or debt incurred in excess of any appropriation made in any of the preceding sections of this act, shall be chargeable to the person or persons authorizing or incurring the same. It is also hereby expressly provided that the state treasurer shall not pay out any money under any of the provisions of this act appropriating money for traveling expenses, except upon an itemized statement of money spent, approved by the head of the department in which said expense was incurred.
