Sec. 30. Naval reserve.-There is hereby appropriated out of the state revenue fund, for expenses incurred by the naval reserve or naval militia, at St. Louis and Kansas City, the sum of fourteen hundred sixty-seven dollars and seventy-three cents ($1,467.73) as follows: Emil W. Cook, commander reserve at Kansas City, three hundred fifty-two dollars and four cents ($352.04). Commander G. F. Schwartz, reserve at St. Louis, Missouri, one thousand one hundred fifteen dollars and sixtynine cents ($1,115.69); same to be paid by warrant upon accounts held by commanders, duly certified and properly audited.

Sec. 31. Penitentiary. There is hereby appropriated out of the state revenue fund, to meet the deficiencies of the years 1911 and 1912, owing to the depletion of the earning fund of the Missouri state penitentiary, the sum of seventy-five thousand

dollars ($75,000.00), as follows:

Sec. 31a. State penitentiary salaries and expenses.There is hereby appropriated out of the state revenue fund, for salaries and expenses of the Missouri state penitentiary during the years 1913 and 1914, the sum of fifty thousand dollars ($50,000.00).

Sec. 31b. State penitentiary-ice.-There is hereby appropriated out of the state revenue fund the sum of sixteen dollars and twenty-nine cents ($16.29) payable to the state penitentiary for ice delivered to the permanent seat of government from December 23, 1914, to January 1, 1915.
