Sec. 54. Appropriations, how paid.-Appropriations provided for in this act shall be payable only on itemized accounts, showing date of expenditure and purpose for which expenditure was incurred, properly certified or sworn to by the person or persons authorizing or incurring the same, and properly audited by the state auditor. And no deficiency appropriation shall be paid by the auditor until the proper authority and justification for such expenditure has been shown. Sec. 55. Emergency. The immediate necessity of the appropriations in this bill for accounts and claims contained herein, creates an emergency within the meaning of the Constitution, therefore, this act shall take effect and be in force from and after its passage. Approved March 24, 1915. [H. B. 1024.] APPROPRIATIONS: University and Educational Institutions for Years 1915 and 1916, and Deficiencies of Said Institutions for Years 1913 and 1914. AN ACT to appropriate money for the support, maintenance and improvement of the state university and other educational institutions during the years 1915 and 1916, and to meet the deficiencies of said institutions for the years 1913 and 1914, with an emergency clause. Be it enacted by the General Assembly of the State of Missouri, as follows: Section 1. Purpose of act.-There is hereby appropriated out of any moneys in the state treasury, not otherwise appropriated, chargeable to the state revenue fund, for the support, maintenance and improvement of the state university and other educational institutions during the years 1915 and 1916, and to meet the deficiencies of said institutions for the years 1913 and 1914, the following sums, to-wit: Sec. 2. Kirksville normal.-For the support, maintenance and improvement of the "first district normal" at Kirksville, the sum of two hundred ninety-six thousand five hundred seventyeight dollars ($296,578.00) as follows: Walks, drives, shade trees and work on campus. 1,000.00 Repairs, equipment and supplies. Rent for land for 2 years. 1,828.00 3,000.00 4,000.00 2,000.00 Purchase of land... Improvements of land. Gymnasium apparatus: locker and supplies. All moneys appropriated in the preceding section shall be used for the purposes enumerated; and any liability or debt incurred in excess of the amount herein appropriated shall be chargeable to the person or persons authorizing the same. Sec. 3. Warrensburg normal.-For the support, maintenance and improvement of the "second district normal school," at Warrensburg, the sum of four hundred ninety-five thousand eight hundred dollars ($495,800.00), as follows: All moneys appropriated in the preceding section shall be used for the purposes enumerated; and any liability or debt incurred in excess of the amount herein appropriated shall be chargeable to the person or persons authorizing the same. There is here Sec. 3a. Warrensburg normal-insurance. by appropriated out of the state treasury the sum of one hundred thousand dollars ($100,000.00), or so much thereof as may be paid into the state treasury upon insurance policies, covering buildings of the Warrensburg normal school, due to the destruction by fire, for building new buildings: Provided, that no more shall be paid by reason of the provisions of this section than the amount actually collected upon policies of the Warrensburg normal school. Sec. 4. Cape Girardeau normal. For the support, maintenance and improvement of the "third district normal" at Cape Girardeau, the sum of one hundred ninety-nine thousand dollars ($199,000.00), as follows: Salaries.. Library.. Laboratory. Agriculture and home economics laboratory. Deep well and equipment. Springfield normal.—For the support, maintenance and improvement of the "fourth district normal" at Springfield, the sum of two hundred seventy-one thousand dollars ($271,000.00), as follows: Salaries.. Maryville normal.-For the support, maintenance and improvement of the "fifth district normal school" at Maryville, the sum of one hundred sixty-two thousand three hundred twenty dollars ($162,320.00), as follows: outbuildings). . . Lincoln institute.-For the support, maintenance and improvement of the "Lincoln institute" in Jefferson City, the sum of one hundred sixteen thousand six hundred dollars, ($116, 600.00) as follows: Salaries... University from seminary moneys.-There is hereby appropriated out of any money in the state treasury belonging to the state "seminary moneys" and out of the four-fifths of the money received therein from the tax collector [collected] on collateral inheritance, legacies, gifts and conveyances, under article 14 of chapter 2 of the Revised Statutes of Missouri, 1909, not otherwise appropriated, for the support, extension, improvement and other special needs, and for the erection and equipment of the "university of Missouri," at Columbia, the sum of six hundred thirty-five thousand and three hundred dollars ($635,300.00), as follows: |
