Sec. 6. Attorney-general's office. For the contingent expenses of the office of the attorney-general, including pay of janitor, postage, expressage, telephoning, telegraphing, and any and all office expenses, and the actual traveling expenses of the attorney-general and his assistants, in attending to all cases and proceedings in which the state is a party, other than cases for which special appropriations are made, ten thousand dollars ($10,000.00). Sec. 7. Special appropriation for attorney-general's office. There is hereby appropriated out of the state treasury the sum of twenty thousand dollars ($20,000.00), or so much thereof as may be necessary, to be drawn from time to time as may be required upon voucher signed by the attorney-general and to be used and expended by him in meeting expenses incurred by him during the years 1915 and 1916 in the prosecution or defense, as the case may be, of any and all suits now pending or which may be hereafter brought in the state or federal courts wherein the validity or constitutionality of any act of the general assembly or statute is or may become involved or contested; and to be used by him in meeting the expenses incurred by him in the enforcement or defense of any and all orders of any state board, officer or department and in reference to which there may be cases now pending, or which may be hereafter brought in the state or federal court; and to be used by him to meet the expenses in the enforcement of the provisions of chapter 98 of the Revised Statutes of Missouri for the year 1909 and amendments thereto, being the laws in relation to pools, trusts and conspiracies, or to meet the expenses in prosecuting those who may be parties to agreements in restraint of trade in violation of the common law; and to be used by him in meeting the expenses incurred in the enforcement of sections 3081, 3082, 3083, 3084, 3085, and 3086 of the Revised Statutes of Missouri for the year 1909 and amendments thereto; and to be used by him in meeting expenses incurred in arguing and submitting arguments and briefs and other attendant expenses in the case of state ex rel. attorney-general v. the Arkansas lumber company et al., and against the Hammond packing company et al., and against the Armour packing company et al., and against the Swift packing company, and against the different railroad corporations of the state, and against the American bakery company, and against the Otis elevator company; and to be used by him in meeting all expenses incurred in the prosecution or defense of any and all trust litigation in the state or for the enforcement of the laws of the state; and to be used by him in meeting any and all expenses in protecting the rights and interests. of the state and its boards and officers and orders in any and all matters wherein the state or its officers are parties in interest. Provided, that twelve hundred dollars ($1,200.00) thereof may be used by the attorney-general in equipping his library and office; and the further sum of ten thousand dollars ($10,000.00), or as much thereof as may be necessary, to be used by the attorney-general in the prosecution or enforcement of suits or claims in which the maximum freight rate law and passenger rate law are involved,

and in any and all proceedings which have been brought, or which may hereafter be brought, against any or all of the railroads of the state involving either the passenger or freight rates of the state, or any claim arising therefrom.

Sec. 8. Automobile registration. There is hereby appropriated from the "good roads fund," derived from the "automobile registration law" the sum of seventy-eight thousand dollars ($78,000.00), or so much thereof as may be necessary for the use of the secretary of state, for the years 1915 and 1916, in the purchase of badges, seals, placards, records, certificates, necessary office supplies, janitor, postage, express, freight, telegraphing, telephoning, clerk hire, salary of inspector, and such traveling expense bills as are necessary to carry into effect the law relating to the annual registration of motor vehicles; and two thousand dollars ($2,000.00); or so much thereof as may be necessary, for use of state treasurer for necessary extra clerical help; in all, eighty thousand dollars ($80,000.00).

Sec. 9. State auditor's office. For the contingent expenses of office of the state auditor, including the actual expenses of the state auditor or revenue clerk in his office in visiting counties to examine into matters affecting the account of the revenue collectors, when necessary, postage, expressage, telegraphing, extra stenographic help, and other miscellaneous expenses, fifty-four hundred dollars ($5,400.00); pay of janitor, fourteen hundred forty dollars ($1,440.00); steel filing cases for filing accounts, eighteen hundred dollars ($1,800.00); for traveling expenses of three (3) examiners in auditing department, nine thousand dollars ($9,000.00); for contingent expenses of examiners, such as stamps and stationery in auditing department, five hundred dollars ($500.00); in all, eighteen thousand one hundred forty dollars ($18,140.00).

Sec. 10. State banking department. There is hereby appropriated out of the state treasury, chargeable to the "state banking department fund," for the years 1915 and 1916, for the pay of the salary of the bank commissioner, deputy commissioner, bank clerk and stenographer eighteen thousand dollars ($18,000.00); for the pay of the salary of eleven (11) bank examiners, two thousand dollars ($2,000.00) per annum each, forty-four thousand dollars ($44,000.00); for the traveling expenses of the bank examiners, commissioner and deputy commissioner, twenty-six thousand dollars; for printing, binding and distributing reports; for other printing, stationery, postage, telephone and telegraph expenses, office furniture and equipment, janitor and such other expenses as may be necessary to carry out the provisions of the law relating to banks, savings and safe deposit institutions and trust companies and the examination of the same, eight thousand dollars ($8,000.00); in all, a total of ninety-six thousand dollars. The said sum herein appropriated shall be paid out on proper vouchers, approved and signed by the state bank commissioner and duly approved by the state auditor.

Sec. 11. Ber inspection. There is hereby appropriated out

of the state treasury, chargeable to the general revenue for the years 1915 and 1916, for the pay of the inspector of beer under an act approved May 4th, 1899, entitled, "An act creating the office of inspector of beer and malt liquors, manufactured and sold in this state," six thousand dollars ($6,000.00); for pay of four deputy inspectors, twelve thousand dollars ($12,000.00); for rent, stationery, office equipment, fuel, printing, traveling expenses of the inspector and his deputies, pay for clerical help, postage and other necessary expenses pertaining to the work of inspection, including additional inspectors, if necessary, thirty-two thousand dollars ($32,000.00); in all, a total of fifty thousand dollars ($50,000.00).

Sec. 13. Building and loan.-There is hereby appropriated out of the state treasury, chargeable to the "building and loan supervision fund," for the pay of the supervisor (s) of building and loan associations, the sum of four thousand eight hundred άars ($4,800.00), for the salary and expenses of examiners, clerical help, stationery, printing, postage, freight, express, telephoning, telegraphing, janitor, office supplies and traveling expenses of the supervisor and examiners for the years 1915 and 1916, the sum of thirteen thousand five hundred dollars ($13,500.00), in all a total of eighteen thousand three hundred dollars ($18,300.00).

Sec. 14. Readers for indigent blind students.-There is hereby appropriated out of the state treasury, chargeable to the general revenue fund of the state the sum of $2,400.00 to provide for readers for certain indigent blind students in institutions of higher learning in the state.

Sec. 14a. Blind commission.-There is hereby appropriated out of the state treasury chargeable to the general revenue fund of the state out of any money not otherwise appropriated, the sum of twelve thousand five hundred dollars ($12,500.00), to carry out the provisions of an act of the 48th general assembly, entitled: “An act creating a commission for the blind and providing for the appointment of the members of such commission, fixing their term of office and defining their duties:" Provided, that the money herein appropriated shall be used only according to the provision to the act herein referred to and provided further, that none of the money appropriated in this section shall be available until the people of the state shall raise by donation or otherwise, and pay into the state treasury an amount equal to the amount herein appropriated, all of which money shall be used for carrying out the provisions of the act herein referred to.

Sec. 15. Repairs capitol buildings. For repairs to state capitol, including temporary capitol building, state armory, old. supreme court building, one thousand dollars ($1,000.00); for care of state cemetery, one hundred dollars ($100.00); to meet expenses and pay of members of permanent seat of government seven thousand five hundred dollars ($7,500.00); for repairs of boilers and buildings at state power house, one thousand dollars ($1,000.00); in all, nine thousand six hundred dollars ($9,600.00).

Sec. 16. State capitol fund to capitol building fund.-There is hereby appropriated out of the treasury, chargeable to the state capitol fund and payable to the capitol building fund, for the purpose of complying with the act of the 46th general assembly approved by the voters of this state on the first day of August, 1911, and the amendments in relation thereto for the purpose of completing the new state capitol, the sum of two million five hundred thousand ($2,500.000.00) dollars, or so much thereof as may be in said state capitol fund, together with all interest accruing from the moneys in said fund and received from the state depositary, and also including all rents received from the various buildings located on the grounds bought for additional capitol grounds.

Sec. 16a. Capitol tax fund to capitol building fund. There is hereby appropriated out of the state treasury, chargeable to the capitol tax fund and payable to the capitol building fund, the full sum of $307,745.49, being the following accounts:

(1) To replace the sum taken from the capitol building fund to pay bonus and expenses of the sale of two million nine hundred fifteen thousand ($2,915,000.00) dollars par value of the refunded bonds issued for building the Missouri state capitol, bearing date of July 1, 1913, one hundred thirty-eight thousand nine hundred fiftyseven and eighty-nine hundredths ($138,957.89) dollars.

(2) For interest on three million two hundred fifteen thousand ($3,215,000.00) dollars, capitol bonds from January 1, 1912 (date of issue) to July 1, 1913 (date of refunding) at 31⁄2 per cent, being the legal rate of interest on said bonds, (tax has been voted and collected for the purpose of paying said interest but no appropriation has been made to reimburse the capitol building fund for the accrued interest for said time) one hundred sixty-eight thousand seven hundred eighty-seven and fifty hundredths ($168,787.50) dollars.

Sec. 16b. Capitol bond sinking fund.-There is hereby appropriated out of the state treasury, chargeable to the "capitol bond sinking fund," for the years 1915 and 1916, the sum of nine. hundred thousand dollars ($900,000.00), or so much thereof as may be necessary for the redemption and retirement of any of the bonds issued for the building of a state capitol, and the board of fund commissioners are hereby authorized and directed to transfer at such times as they may deem proper, the surplus in the "capitol building tax" after the payment of all interest on the bonds outstanding, to a fund to be known and designated as the "capitol bond sinking fund."

Sec. 17. Kansas City court of appeals. For the contingent expenses of the Kansas City court of appeals, including books, stationery, printing, postage, and gas three thousand five hundred dollars ($3,500.00); for pay of marshal three thousand dollars ($3,000.00); rent of judges' rooms and clerks' offices four thousand dollars ($4,000.00); for pay of janitors, two thousand and forty dollars ($2,040.00); for salary of three stenographers nine thousand

($9,000.00) [dollars]; for purchase of books for library four thousand dollars ($4,000.00); in all, twenty-five thousand five hundred forty dollars ($25,540.00): Provided, that the purchase [of] books for law library shall be by or under the direction of the judges of said court, and the accounts and bills for the purchase thereof shall be audited by said court and reaudited by the state auditor; also provided, that Jackson county, Missouri, shall furnish rooms in its court house at Kansas City for said library, free of cost to the state.

Sec. 18. Springfield court of appeals. For the contingent expense of Springfield court of appeals including stationery, books, printing, postage, telephone, record books, furniture fittings and office supplies....

Sec. 19. Springfield court of appeals, Poplar Bluff division. For the contingent expenses of the Poplar Bluff division of the Springfield court of appeals, including furniture and office supplies. four hundred dollars ($400.00); for rent of judges and clerks office and library rooms, two thousand dollars ($2,000.00); for purchase of books, law library, such as Missouri supreme and appellate reports, Missouri digest and other textbooks, nine hundred ($900.00) [dollars]; in all, the sum of three thousand three hundred dollars ($3,300.00).

Sec. 20. St. Louis court of appeals. For rent of the St. Louis court of appeals and judges' rooms and clerks' and marshal's offices, and for lighting, heating and care of same, ten thousand dollars ($10,000.00); for contingent expenses of said court, including books, stationery, printing, rebinding, postage, office supplies, appliances and furniture, fifteen hundred dollars ($1,500.00); for use of books and library of St. Louis law library association by said court, five hundred dollars ($500.00); for pay of marshal of St. Louis court of appeals four thousand dollars ($4,000.00); for pay of three stenographers for judges of said court, nine thousand dollars. ($9,000.00). For use of clerk's office: For printing dockets and other printing, for telephones, postage stamps, record books, express charges, telephoning, telegraphing, repairs, stationery, office fixtures, eighteen hundred dollars ($1,800.00); for permanent steel file cases three hundred and fifty dollars ($350.00); in all twentyseven thousand one hundred and fifty dollars ($27,150.00).
