used for the purposes enumerated; and any liability or debt incurred in excess of the amount herein appropriated shall be chargeable to the person or persons authorizing or incurring the same.

Sec. 27. For support Missouri state sanatorium.-There is hereby appropriated out of the state treasury, chargeable to the Missouri state sanatorium fund, the sum of one hundred fifty thousand dollars ($150,000.00), the same being derived from the payment into the state treasury by the treasurer or other financial officers of said institution, in pursuance of the laws of this state, or as much thereof as may be necessary.

Sec. 28. Missouri state sanatorium, Mt. Vernon.-For the "Missouri state sanatorium" at Mt. Vernon, the sum of two hundred twenty-one thousand seven hundred dollars ($221, 700.00), as follows: Maintenance. Salaries..

Sec. 29. For support industrial home negro girls, Tipton.There is hereby appropriated out of the state treasury, chargeable to the industrial home for negro girls fund, of the money arising from the payment into the state treasury by the treasurer or other financial officer of said institution, in pursuance of the requirements of an act entitled: "An act establishing special funds for the penal and eleemosynary institutions of the state, providing for the payment of certain moneys therein, and for other purposes, approved March 9, 1893, for the support and maintenance of said institution for the years 1915 and 1916, the sum of fifty thousand dollars ($50,000.00), or so much thereof as may be necessary.

Sec. 30. Industrial home for incorrigible negro girls, Tipton. For the "Industrial home for incorrigible negro girls" at Tipton the sum of sixty-three thousand six hundred eighty-five dollars ($63,685.00), as follows:

Sec. 31. Industrial home for incorrigible negro girls, Tipton-reappropriation. For the "industrial home for incorrigible negro girls" at Tipton, reappropriation of amount elapsed during the biennial period of 1913 and 1914, the sum of twenty-eight thousand five hundred and fifty-seven dollars and nineteen cents ($28,557.19), as follows:

Sec. 32. Salaries, support and new buildings, when and how paid. The amounts herein appropriated for the support of eleemosynary and penal institutions of the state and for the payment of salaries of officers and employes shall be payable only out of the state treasury on the first day of every month in each year, and then only upon a requisition drawn and authorized by the board of managers or superintendent of such institutions, accompanied by the original vouchers properly approved by said above named board or boards of managers or superintendent, to be filed by the state auditor with such requisition or requisitions as a record in the office of the state auditor, and it shall be made the duty of the state auditor when such requisitions and accounts are filed to issue warrants on the state treasurer in favor of the treasurer of said institution for the amount of said claims due and payable. No warrant shall be issued by the state auditor until he has audited claims so filed. Every requisition filed with the state auditor shall be accompanied by a detailed statement of the moneys received and disbursed during the previous month, and all outstanding accounts and the amount of money on hand, which statement shall be verified by oath of the superintendent, or secretary, of said institutions. No money herein appropriated shall be disbursed until the foregoing conditions are complied with; and not more than one-half of any money herein appropriated for the erection of new buildings at any of said institutions shall be payable before December 1st, 1915: Provided, this shall not apply to re-appropriations of money for completion of buildings.

Sec. 32a. Purchase of coal. In the purchase of coal herein provided for preference shall be given to Missouri mined coal.

Sec. 33. Emergency. The immediate necessity of the appropriations in this bill for these institutions creates an emergency within the meaning of the Constitution; therefore, this act shall take effect and be in force from and after its passage.

AN ACT to appropriate money for the payment of interest on the certificates of indebtedness, issued and held in trust for the state school and seminary funds, and state capitol bonds during the years of 1915 and 1916, with an emergency clause.

Be it enacted by the General Assembly of the State of Missouri, as follows: Section 1. To pay interest on consolidated certificatesschool fund.-There is hereby appropriated out of the state treasury, chargeable to the state interest fund, the sum of three hundred and forty-nine thousand and eighty ($349,080.00) dollars, for the payment of interest on Missouri six per cent. consolidated certificates of indebtedness of two million nine hundred and nine thousand ($2,909,000.00) dollars, held in trust for the state school fund.

Sec. 2. To pay interest on certificates-school fund.-The sum of twenty-five ($25,000.00) thousand dollars, for the payment of interest on Missouri five per cent. certificates of indebtedness of two hundred and fifty thousand ($250,000.00) dollars, held in trust for the state school fund.

Sec. 3. To pay interest on certificates-seminary fund.The sum of fourteen thousand six hundred and forty ($14,640.00) dollars, for the payment of interest on Missouri consolidated six per cent. certificates of indebtedness for one hundred and twentytwo thousand ($122,000.00) dollars, held in trust for the state seminary fund.

Sec. 5. To pay interest on certificates-seminary fund— (Rollins). The sum of six hundred ($600.00) dollars, for the payment of interest on Missouri five per cent. certificates of indebtedness for six thousand ($6,000.00) dollars, held in trust for the state seminary fund (bequeathed by Hon. James S. Rollins). Sec. 6. To pay interest on certificates-seminary fund.The sum of sixty-four thousand six hundred and ninety-five

dollars and eighty-two cents ($64,695.82) for the payment of interest on Missouri five per cent. certificates of indebtedness for six hundred and forty-six thousand nine hundred and fifty-eight dollars and twenty-three cents ($646,958.23), held in trust for the state seminary fund issued under act of March 26, 1891.

Sec. 7. To pay interest on bonds to erect state capitol.There is hereby appropriated out of the moneys collected to pay said bonds and interest thereon the sum of two hundred and three thousand six hundred sixty-five ($203,665.00) dollars for the payment of interest on two million nine hundred and nine thousand five hundred ($2,909,500.00) dollars bonds for the erection of a state capitol.

Sec. 8. Emergency. It being necessary to pay a part of the interest on the bonded debt before ninety days after the adjournment of the present general assembly, an emergency exists within the meaning of the Constitution; therefore, this act shall take effect and be in force from and after its passage.

AN ACT to appropriate money for the support of the public schools of the state, with an emergency clause.

Be it enacted by the General Assembly of the State of Missouri, as follows: Section 1. Appropriation for support of public schools.— There is hereby appropriated out of the state revenue fund, to be applied to the support of the public schools of the state, one-third (1-3) of the ordinary revenue paid into the state treasury for the fiscal years from July 1st, 1914, to June 30, 1916, which amount of said fiscal year apportionment shall be ascertained and set apart to said school moneys by the state auditor, as is or may hereafter be provided by law.

Sec. 2. Emergency. It being necessary to set apart and transfer a portion of said fund before the expiration of ninety days after adjournment of the present general assembly, an emergency exists within the meaning of the Constitution; therefore this act shall take effect, and be in force from and after its passage. Be it enacted by the General Assembly of the State of Missouri, as follows: Section 1. Appropriation for assessing and collecting revenue for 1915 and 1916.-There is hereby appropriated out of the state treasury chargeable to the state revenue fund, for the purposes of paying the cost of assessing and collecting the revenue for the years 1915 and 1916, including contingent expenses of the state board of equalization, the sum of five hundred and twentyfive thousand ($525,000.00) dollars.

Sec. 2. Emergency. It being necessary to use a portion of the money hereby appropriated before the expiration of ninety days after the adjournment of the present general assembly, an emergency exists within the meaning of the Constitution; therefore, this act shall take effect and be in force from and after its passage.

Mileage and per diem.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for pay of mileage and per diem of the officers and members of the forty-eighth general assembly, the sum of one hundred thousand dollars ($100,000.00) or so much thereof as may be necessary.

Sec. 2. Contingent expenses.-There is hereby appropriated out of the state treasury chargeable to the state revenue fund, for the contingent expenses of the forty-eighth general assembly, the sum of one hundred and ninety-five thousand dollars ($195,000.00) or so much thereof as may be necessary.

Sec. 3. Emergency. It being necessary to pay the officers and members of the forty-eighth general assembly before the expiration of the ninety days after the adjournment thereof, an emergency exists within the meaning of the Constitution; therefore, this act shall take effect and be in force from and after its passage.
