Sec. 40. Emergency. A portion of the money appropriated herein, being now due and payable, an emergency exists within the meaning of the Constitution; therefore, this act shall take effect and be in force from and after the date of its passage. AN ACT to appropriate money for the payment of the mileage and per diem of the officers and members and the contingent expenses of the extra session of the fifty-first general assembly with an emergency clause.

Be it enacted by the General Assembly of the State of Missouri, as follows:

Section 1. Mileage and per diem. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the payment of the mileage and per diem of the officers and members of the extra session of the fifty-first general assembly the sum of sixty-one thousand ($61,000) dollars or so much thereof as may be necessary.

Sec. 2. Contingent expense.—There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for the contingent expenses of the extra session of the fifty-first general assembly the sum of sixty thousand ($60,000) dollars or so much thereof as may be necessary. Contingent expenses of the house.. Contingent expenses of the senate.

Sec. 3. Emergency. It being necessary to pay the officers and members of the extra session of the fifty-first general assembly before the expiration of ninety days after adjournment thereof, an emergency exists within the meaning the Constitution; therefore, this act shall take effect and be in force from and after its passage.

APPROPRIATIONS: For Contingent and Incidental Expenses of State Departments Public Printing.

AN ACT to amend section 42 of an act entitled "An act to appropriate money for the support of the state government, the payment of the contingent and incidental expenses of the state departments, the public printing, and for the payment of certain demands against the state, for which no appropriation has heretofore been made, for the years 1921 and 1922, and appropriating money to the various counties in the state for pay of superintendents of school, rural high school aid and teachers' training courses in counties and cities, with an emergency clause, as passed by the 51st general assembly and approved by the governor April 20, 1921, as found on page 7 in the session acts of 1921, by striking out of section 42 thereof the following words in line 4 to. wit: 'Located at the seat of government.'

Be it enacted by the General Assembly of the State of Missouri, as follows: Section 1. Amending section 42 of H. B. 745, page 7, session acts 1921.-Amend section 42 of an act entitled "An act to appropriate money for the support of the state government, the payment of the contingent and incidental expenses of the state departments, the public printing, and for the payment of certain other demands against the state, for which no appropriation has heretofore been made, for the years 1921 and 1922, and appropriating money to the various counties in the state for the pay of superintendents of school, rural high school aid and teachers' training courses in counties and cities, with an emergency clause, as passed by the fifty-first general assembly and approved by the governor April 20, 1921, as found on page 7 in the session acts of 1921, by striking out of section 42 thereof the following words in line 4 to wit: 'located at the seat of government,' so that said section when amended shall read as follows:

Paper for state printing.-There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, for material and paper for state printing for all departments and bureaus, the sum of one hundred thirty-five thousand ($135,000) dollars. For stock and shipping clerk, drayage, additional shelving, repairs to stock room and dray, six thousand ($6,000) dollars; in all the sum of one hundred and forty-one thousand ($141,000) dollars.

APPROPRIATIONS: Appropriating $7,500 to Assist in Payment of Expenses that May be Incurred in Entertainment of Certain Visitors to American Legion Convention in Kansas City, October 31, 1921.

AN ACT to appropriate money to the adjutant general's office of the state of Missouri to assist in the payment of expenses that may be incurred in the entertainment of Marshal Foch of France, Marshal Haig of England, and other distinguished visitors within the borders of our state during the period of the American Legion convention and the period of their stay in Missouri.

Sec. 1. Appropriating $7,500 to assist in payment of expenses that may be incurred in entertainment of certain visiitors to American Legion Convention in Kansas City, October 31, 1921.

Whereas, Marshal Foch of France, Marshal Haig of England, and other distinguished visitors have accepted an invitation to attend the convention of the American Legion to be held at Kansas City commencing October 31, 1921, and whereas, it is more than probable that the president of the United States with members of his cabinet, and General Pershing with other military and naval heads will be guests of our state at the same time; therefore, be it

Resolved, That a committee of five members, the adjutant general of the state, who shall be chairman, and two members of the senate and two members of the house, to be selected by the presiding officers thereof, shall be appointed to meet and welcome the distinguished visitors on their visit to this state. Such committee shall determine the nature and scope of the reception to be given the visitors and shall have charge of all the arrangements therefor, but shall work in conjunction and co-operate with the local committee of Kansas City having in charge the American Legion Convention; therefore,

Be it enacted by the General Assembly of the State of Missouri, as follows: Section 1. Appropriating $7,500 to assist in payment of expenses that may be incurred in entertainment of certain visitors to American Legion Convention in Kansas City, October 31, 1921. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund, the sum of $7,500, or so much thereof as may be necessary for expenses of the adjutant general's office to pay the expenses incurred in entertaining distinguished visitors who will visit Missouri during the American Legion convention and during their stay in this state. expenditures in this section to be in itemized accounts approved by the adjutant general.

APPROPRIATIONS: Appropriating Money for Use and Benefit of State Fair and Providing that Mile Track at State Fair Shall not be Changed or Altered.

AN ACT to amend section 30 of an act to appropriate money for the support of the state government, the payment of contingent and incidental expenses of the state departments, the public printing, and for the payment of other demands against the state for which no appropriations have heretofore been made for the years 1921 and 1922; and appropriating moneys for the various counties of the state, for the superintendents of rural schools, high school aid, and teachers' training course in counties and cities, with an emergency clause, by adding to said section 30 a new paragraph relating to the state fair at Sedalia, Missouri.

That section 30 of an act to appropriate money for the support of the state government, the payment of contingent and incidental expenses of the state departments, the public printing, and for payment of other demands against the state for which no appropriation has heretofore been made for the years 1921 and 1922 and appropriating money for the various counties of the state, for the superintendents of rural schools, high school aid, and teachers' training courses in counties and cities by adding thereto the following words: "Provided, the mile track now located on the state fair grounds shall not be changed or altered so as to reduce the present length thereof, and no portion of this appropriation shall be used for the purpose of shortening the present length of said track," so that when amended said section shall read as follows:

Sec. 30. State fair. There is hereby appropriated out of the state treasury, chargeable to the state revenue fund for the use and benefit of the state fair, the sum of two hundred seventy thousand two hundred twenty-five ($270,225) dollars, as follows:

Sec. 2. Emergency. The immediate necessity of the appropriations in this bill for the institution named herein. creates an emergency within the meaning of the Constitution; therefore this act shall be in force from and after its passage and approval.
