AN ACT to amend sections one and three of act number one hundred one of the Public Acts of eighteen hundred eighty-one, entitled "An act to provide for the probate of foreign wills in certain cases," being compiler's sections nine thousand three hundred five and nine thousand three hundred seven of the Compiled Laws of eighteen hundred ninety-seven.

The People of the State of Michigan enact:

SECTION 1. Sections one and three of act number one hundred one of the Public Acts of eighteen hundred eightyone, entitled "An act to provide for the probate of foreign wills in certain cases." being compiler's sections nine thousand three hundred five and nine thousand three hundred seven of the Compiled Laws of eighteen hundred ninetyseven, are hereby amended to read as follows:

SEC. 1. That whenever it shall become necessary to make probate in this State of the last will of any deceased person, which was executed in a foreign country, by the laws of which no probate of wills, after the death of the maker, is required or provided for, or, being executed in a foreign country, by the laws of which probate of wills, after the death of the maker, is required or provided for, but the testator, at the time of his death, is not domiciled in such foreign country, if the original will cannot be produced in this State for probate, the same may be proved and allowed in this State, by a full and complete copy thereof in the circuit court in chancery in and for any county, in which the maker of such will left any property, at his or her decease. affected by such will.

SEC. 3. Said court shall have full power by the means of commissions, or letters rogatory, to take the testimony of any officer, magistrate or other persons having custody or possession of the original will, of the witnesses thereto, and of any other person whose testimony is required, and if upon the proofs of the case, a full and complete copy of such will is shown, and it shall sufficiently appear that the alleged will is valid, and sufficient to pass any of the property, real or personal, of the maker within this State, that said will was executed in a foreign country, that the maker is dead, and that the original will is retained in the foreign country, and cannot be produced in this State for probate, and that the laws of said foreign country do not require or provide for the probate of said will after the death of the maker or, being executed in a foreign country, by the laws of which probate of wills, after the death of the maker, is required or provided for, but the testator, at the time of his death, is not domiciled in such foreign country, it shall then be lawful for said circuit court in chancery to admit said will to

AN ACT to provide a tax to meet the amounts disbursed by the State for the current expenses of the Michigan State Prison, the State House of Correction and Branch Prison in the Upper Peninsula and the Michigan Reformatory.

The People of the State of Michigan enact:

SECTION 1. AN ACT making an appropriation for the Michigan School for the Blind for the fiscal year ending June thirty, nineteen hundred sixteen, to meet a deficiency in the current expense fund for the fiscal year ending June thirty, nineteen hundred fifteen, and to provide a tax to meet the

same.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated for the Michigan School for the Blind for the fiscal year ending June thirty, nineteen hundred sixteen, the sum of one thousand two hundred twenty-seven dollars and eight cents for the purpose of meeting a deficiency in the current expense fund for the fiscal year ending June thirty, nineteen hundred fifteen, on account of payment into the State treasury of the pro rata premium of one hundred fifty dollars and eight cents apportioned to the Michigan School for the Blind by the Commissioner of Insurance in accordance with the provisions of section six of act number three hundred eighty-eight of the Public Acts of nineteen hundred thirteen, to pay compensation accruing under act number ten of the first special session of nineteen hundred twelve, to persons in the service of the State, and the pro rata premium of one thousand seventy-seven dollars apportioned to said Michigan School for the Blind by the Commissioner of Insurance in accordance with the provisions of section two of said act number three hundred eighty-eight of the Public Acts of nineteen hundred thirteen, to provide for State insurance on State property: Provided, That the board of control of the Michigan School for the Blind may obtain money under this section before July one, nineteen hundred fifteen, in such amounts as they may by requisition, certify to the Auditor General are necessary for immediate use, which amounts thus advanced shall be deducted from the total amount when the appropriation becomes available.

SEC. 2. The amount appropriated by the provisions of this act shall be paid out of the State treasury to the treasurer of the Michigan School for the Blind at such times and in such amounts as the general accounting laws of the State pre

scribe, and the disbursing officer shall render his accounts to the Auditor General thereunder.

SEC. 3. The Auditor General shall incorporate in the State Tax clause. tax for the year nineteen hundred fifteen, the sum of one thousand two hundred twenty-seven dollars and eight cents which, when collected, shall be credited to the general fund to reimburse the same for the money hereby appropriated. AN ACT to amend sections two, fifteen and sixteen of act number two hundred eighty of the Public Acts of nineteen hundred nine, entitled "An act to create a commission to be known as a Public Domain Commission; to provide for the appointment of such a commission and to fix their terms of office; to prescribe their powers and duties; to make an appropriation to carry out the provisions of this act; and to repeal all acts and parts of acts inconsistent herewith," as last amended by act number three hundred thirty-three of the Public Acts of nineteen hundred thirteen.

Sections two, fifteen and sixteen of act number Sections two hundred eighty of the Public Acts of nineteen hundred nine, entitled "An act to create a commission to be known as a Public Domain Commission; to provide for the appointment of such a commission and to fix their terms of office; to prescribe their powers and duties; to make an appropriation to carry out the provisions of this act; and to repeal all acts and parts of acts inconsistent herewith," as last amended by act number three hundred thirty-three of the Public Acts of nineteen hundred thirteen, are hereby amended to read as follows:

SEC. 2. As soon as practicable after the going into effect Organization. of this law, the said commission shall meet in the office of the Commissioner of the State Land Office at Lansing, and shall organize by selecting one of its members chairman, and shall appoint a secretary, assistant secretary and bookkeeper, and shall arrange for a time and place or places for holding regular meetings of the commission and for such special Meetings. meetings as shall be necessary. The secretary shall take and subscribe the constitutional oath of office and shall file the same in the office of the Secretary of Supervisor of State. Said commission shall also appoint a supervisor of field division who shall have general supervision over field operations and field men and over all matters of trespass on State lands, the trespass agents, and such other persons under the control of the commission, as said commission may direct. Said supervisor of field division shall keep a full and complete record showing all descriptions of State lands upon which trespass has been committed, the name of the trespasser, the amount of trespass, the final disposition of each case and the amount of money received on account of such trespass, the number of cases prosecuted and the result of such prosecution. He shall also perform such other duties as State forester. the commission shall from time to time require. The Public Domain Commission shall have power to appoint a State forester and shall prescribe his powers and duties, and he shall have general supervision over all persons appointed or employed for the performance of duties or services in respect to forestry. The secretary, assistant secretary, bookkeeper, State forester and supervisor of field division shall each receive such salary as may be determined upon by the Public Term of office. Domain Commission and shall hold office at the pleasure of said commission, or until the appointment of their successors thereby, said salaries to be paid upon the warrant of the Auditor General, upon the approval of the chairman and secretary of the Public Domain Commission and paid from the appropriation hereinafter provided. The Public Domain Commission shall have authority to prescribe and enforce any and all such rules and regulations not inconsistent with the provisions of this act, as it shall deem necessary to carry out the intents and purposes of this act. Said commission may also delegate to the secretary of the commission the authority given it under existing law or laws which may hereafter be enacted to sign on behalf of said commission all certificates, contracts, deeds of sale of State lands and other papers and documents, and may require him to perform any Other duties. other duties not inconsistent with the duties herein prescribed, for the members thereof.

SEC. 15. For the purpose of providing funds for the carrying into effect of this act there is hereby appropriated for the fiscal year ending June thirty, nineteen hundred sixteen the sum of one hundred twenty thousand dollars, and for the fiscal year ending June thirty, nineteen hundred seventeen the sum of one hundred thousand dollars. The several sums appropriated by the provisions of this act shall be paid out of the general fund in the State treasury to the said Public Domain Commission on the warrant of the Auditor General, at such times and in such amounts as the general accounting laws of the State prescribe: Provided, That any moneys remaining in said appropriation at the end of any fiscal year
