and representatives of this State in congress; the secretary of state of the United States, the United States senate library and the library of congress; judges and clerks of cir cuit and district courts of the United States in this State; justices and clerks of the supreme court, judges of the cir cuit courts, judges and clerks of the superior and police courts; county clerks, prosecuting attorneys, circuit commissioners, sheriffs, judges of probate, registers of deeds, county treasurers, county superintendents of the poor, county surveyors, county drain commissioners and coroners; supervisors, clerks and justices of the peace of townships; clerks and justices of the peace of incorporated villages and cities; public, free and incorporated libraries, and publishers of newspapers published at that time in this State who may request them. In addition to the foregoing, there shall be published of said Public Acts twelve hundred copies, two hundred copies of which shall be deposited in the State library for use in said library and for exchanges, and the remaining one thousand copies shall be deposited in the office of the Secretary of State for sale and future distribution. And the Secretary of State is further authorized to publish and distribute to all persons who shall require them, in pamphlet form, duly annotated and indexed, compilations of the general laws upon the following subjects: Elections, schools, drains, highways and bridges, live stock, sanitation, manufacture, sale and use of spirituous liquors, public health, game and fish, support of poor persons, railroads, banking, mining corporations, manufacturing and mercantile corporations, insurance corporations, building and loan associations, general charter for villages, general charter for cities of the fourth class, biennial supplement to the township officers' guide, marriage and divorce, juvenile laws, and laws relating to the care of the insane, and all acts of a general nature given immediate effect by the Legislature within thirty days after their passage. The Auditor General shall publish and distribute all pamphlets of the general tax law, or of all other laws relating to the revenues of the State, as may be required.

AN ACT to make an appropriation for the Michigan State Prison at Jackson, Michigan, for general repairs and special purposes for the fiscal year ending June thirty, nineteen hundred sixteen, and to provide a tax to meet the

SECTION 1. SEC. 2. AN ACT to prohibit the selling, giving, or furnishing of cigarettes to minors, to prohibit the use of cigarettes by minors, and prohibiting the harboring of minors for the purpose of indulging in the use of cigarettes.

The People of the State of Michigan enact:

SECTION 1. Any person within this State who sells, gives to, or in any way furnishes any cigarettes in any form to any person under twenty-one years of age shall be punished by fine not to exceed fifty dollars or imprisonment in the county jail for not to exceed thirty days for each offense.

SEC. 2. Any person under twenty-one years of age who shall smoke or use cigarettes in any form, on any public highway, street, alley, park or other lands used for public purposes, or in any public place of business or amusement, may be arrested by any officer of the law, who may be cognizant of such offense; and further, it shall be the duty of such officer upon complaint of any person and upon warrant properly issued to arrest such offenders and take them to the proper court. In case the offender is found guilty the court may impose a penalty in its discretion in the sum of not to exceed ten dollars or imprisonment in the county jail not to exceed five days for each offense.

SEC. 3. Any person who knowingly harbors any person under twenty-one years of age, or grants to them the privilege of gathering upon or frequenting any property or lands held by him, for the purpose of indulging in the use of cigarettes in any form, shall be held under the same penalty as provided for under section one of this act: Provided, That no part of this act shall be construed as to interfere with the right of parents or lawful guardians in the rearing and management of their minor children or wards within the bounds of their own private premises.

SEC. 4. All acts and parts of acts inconsistent with the provisions of this act are hereby repealed. Approved April 1, 1915.

AN ACT to repeal act number sixty-nine of the Public Acts of nineteen hundred thirteen, entitled "An act providing for State inspection of suger beet testing, weighing and taring, the appointment of inspectors, and the payment for their services," approved April sixteen, nineteen hundred thirteen, and to provide for the disposal of moneys accrued under said act, and remaining in the State treasury.

SECTION 1. Act number sixty-nine of the Public Acts of Act repealed. nineteen hundred thirteen, entitled "An act providing for State inspection of sugar beet testing, weighing and taring, the appointment of inspectors, and the payment for their services," approved April sixteen, nineteen hundred thirteen, is hereby repealed.

AN ACT to provide for the establishment of a general hospital department in the Traverse City State Hospital, to provide for the government thereof and for the reception and treatment of patients seeking medical or surgical aid therein.

SEC. 2. Said board of trustees shall have power to prescribe all rules and regulations for the admission of patients to such general hospital department and shall fix and determine all fees and charges to be paid by patients seeking medical or surgical aid therein, and all moneys thus received from patients in said general hospital department shall be paid to the treasurer of said State hospital and by him applied toward the general expense of maintaining such general hospital department.

This act is ordered to take immediate effect.

AN ACT to prevent the running at large of domestic animals or fowl upon grounds of cemeteries, and providing a penalty for the violation of this act.

The People of the State of Michigan enact:

SECTION 1. It shall be unlawful for any owner or keeper of any domestic animals or fowl, to allow any domestic animal or fowl to run at large and enter or be upon any premises constituting a cemetery in this State.

SEC. 2. Any person who shall violate any provision of this act shall, upon conviction thereof, be punished by a fine. not exceeding ten dollars or by imprisonment in the county jail not exceeding ten days, or both such fine and imprisonment in the discretion of the court. Approved April 1, 1915.
