act to regulate the practice of pharmacy in the State of Michigan," as amended by act number three hundred and thirty-two of the Public Acts of nineteen hundred and five is hereby amended to read as follows:

SEC. 4. The State Board of Pharmacy shall have the power: To make such by-laws, rules and regulations not inconsistent with the laws of the State, as may be necessary for the protection of the public health and the lawful performance of its powers; to investigate all complaints as to quality and strength of all drugs and medicines, and to take such action as said board may deem necessary to prevent the sale of drugs and medicines that are adulterated or misbranded under act one hundred forty-six, Public Acts nineteen hundred nine, and acts amendatory thereof, entitled "An act to prohibit and prevent adulteration, misbranding, fraud and deception in the manufacture and sale of drugs and drug products in the State of Michigan, and to provide for the enforcement thereof," and any other law of the State; To employ an attorney to assist in the enforcement of the provisions of this act and assist in the prosecution of any one charged with violating any of its provisions; To employ an inspector of pharmacies and one other person as the said board may deem necessary and shall authorize at a salary not to exceed one thousand two hundred dollars per annum, who besides the members of the board, may inspect during business hours all pharmacies, dispensaries. stores or places in which drugs, medicines and poisons are compounded, dispensed or retailed; To hold meetings at such places in this State as the board may determine for the examination of applicants for registration and the transaction of such other business as shall pertain to the duties of the board, five times each year, said meetings to be held on the third Tuesday in the months of January, March, June, August and November, and to hold such special meetings as shall from time to time be deemed necessary by a majority of the board for the due performance of the duties of the board; To send such representation from the membership of the board to meetings of the American Pharmaceutical Association as a majority of the board may deem expedient and necessary, if the board decide that such attendance will assist them in establishing better protection for the public and aid the board in better performance of its duties; To keep a book of regis tration in which shall be entered the names and places of business of all persons registered under this act, which book shall also specify such facts as all such persons shall claim to justify their registration. The records of said board or a copy of any part thereof, certified by the secretary to be a true copy, attested by the seal of the board, shall be accepted as competent evidence in all courts of the State. lations of the provisions of this act or any other law of this State regulating the dispensing or sale of drugs, medicines or poisons or the practice of pharmacy which may come to its attention and whenever there appears reasonable cause therefor to bring the same to the attention of the proper prosecuting authorities.

SEC. 14. If any registered pharmacist or registered druggist shall have obtained a license by misrepresentation, error or fraud, or shall have become unfit or incompetent to practice pharmacy by reason of habitual intemperance, or the use of drugs; or has been convicted of any crime involving moral turpitude; or if any person holding a certificate as a registered pharmacist or a registered druggist shall have been convicted a second time of a violation of the pharmacy, narcotic, general liquor or other drug laws of this State, in any court of the State the State Board of Pharmacy shall have the power

to revoke or suspend such license or certificate after giving Revocation or any such person reasonable notice and an opportunity to be suspension. heard; and if any person licensed under this act shall wilfully and repeatedly violate any of the provisions of this act such board may revoke or suspend his license upon sufficient evidence of such violation in addition to any other penalty by the law imposed for such violation.

SEC. 22. Any person who shall knowingly, wilfully or Adulteration. fraudulently falsify or adulterate any drug, medicinal substance or preparation used or intended to be used as a medicine or shall knowingly or wilfully or fraudulently offer for sale, sell or give away or cause the same to be sold or given away, shall be guilty of a misdemeanor, and on conviction thereof shall be punished as hereinafter prescribed, and all Penalty. drugs, medicinal substances or preparations so falsified or adulterated shall be forfeited to and destroyed by the Michigan Board of Pharmacy or its duly authorized representative. AN ACT to provide an appropriation for the Michigan School for the Blind for certain special purposes and for current expenses for the fiscal years ending June thirty, nineteen hundred sixteen and June thirty, nineteen hundred seventeen, and to provide a tax therefor.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated for current expenses for the Michigan School for the Blind for the fiscal year ending June thirty, nineteen hundred sixteen, the sum of fifty-seven thousand dollars, and for the fiscal year ending June thirty, nineteen hundred seventeen, the sum of fiftyseven thousand dollars.

SEC. 2. The further sum of sixty-eight thousand one hundred dollars is hereby appropriated for the said institution for the fiscal year ending June thirty, nineteen hundred sixteen, for purposes and by amounts as follows:

For the erection of a plant house, five hundred dollars;

For rebuilding the main building, sixty thousand dollars; For furnishing the main building, three thousand eight hundred dollars;

For industrial training equipment, one thousand dollars; Furnishings, for two dormitories and cottage, two thousand eight hundred dollars:

Provided, That in case any surplus shall remain out of the amount herein specified for any specific purpose, after the completion of such work it may, with the written approval of the Auditor General and of the State Board of Corrections and Charities, be used for the carrying out of any other specific purpose contemplated by this section.

SEC. 3. The further sum of fifty thousand dollars is hereby appropriated for the said institution for the fiscal year ending June thirty, nineteen hundred seventeen, for the purpose of wrecking and rebuilding the north wing of the administration building.

SEC. 4. The several sums appropriated by the provisions of this act shall be paid out of the general fund in the State treasury to the treasurer of the board of control of the Michiigan School for the Blind, at such times and in such amounts as the general accounting laws of the State prescribe, and the disbursing officer shall render his account to the Auditor General thereunder.

SEC. 5. The Auditor General shall incorporate in the State tax for the year nineteen hundred fifteen, the sum of one hundred twenty-five thousand one hundred dollars, and for the year nineteen hundred sixteen, the sum of one hundred seven thousand dollars, which amounts when collected, shall be

credited to the general fund to reimburse the same for the
moneys hereby appropriated.

This act is ordered to take immediate effect.

AN ACT making appropriations for current expenses and for special purposes for the Michigan College of Mines at Houghton, for the fiscal year ending June thirty, nineteen hundred sixteen, and June thirty, nineteen hundred seventeen, and to provide a tax to meet the same.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated for the current Amount expenses of the Michigan College of Mines, for the fiscal year appropriated. ending June thirty, nineteen hundred sixteen, the sum of sixty-five thousand dollars, and for the fiscal year ending June thirty, nineteen hundred seventeen, the sum of sixty-five thousand dollars.

AN ACT making appropriations for the State Industrial Home for Girls for the fiscal years ending June thirty, nineteen hundred sixteen, and June thirty, nineteen hundred seventeen, and to provide a tax to meet the same.

The People of the State of Michigan enact:

SECTION 1. SEC. 2. The further sum of ten thousand four hundred dollars is hereby appropriated for the fiscal year ending June thirty, nineteen hundred sixteen, for purposes and by amounts as follows:

For completing addition to hospital, four thousand five hundred dollars;

For completion of industrial school building, one thousand dollars;

For enlarging engine room, one thousand dollars;

For one new boiler, one thousand five hundred dollars;
For painting cottages, two thousand dollars;

For cement walks, one hundred fifty dollars;
For library books, two hundred fifty dollars:

Provided, That if the amounts designated in this section for any one of the purposes stated be insufficient to complete the work or purchase, any surplus remaining after the completion of other work or purchase specified in this section, may, by obtaining the consent of the State Board of Corrections and Charities and the Auditor General in writing, before any expense in excess of the specified appropriation is incurred, be used in the account or accounts where such deficiency seems unavoidable, the intent of this proviso being to make the entire ten thousand four hundred dollars available for the purposes stated herein.

SEC. 3. The several sums appropriated by the provisions of this act shall be paid out of the general fund in the State treasury to the treasurer of the State Industrial Home for
