Girls at such times and in such amounts as the general accounting laws of the State prescribe and the disbursing of ficer shall render his account to the Auditor General thereunder.

SEC. 4. The Auditor General shall incorporate in the State Tax clause. tax for the year nineteen hundred fifteen, the sum of ninetyfour thousand four hundred dollars and for the year nineteen hundred sixteen, the sum of eighty-four thousand dollars, which amounts, when collected, shall be credited to the general fund to reimburse the same for the moneys hereby appropriated.

AN ACT making appropriations for the State Public School for current expenses including maintenance of dependent crippled children, and building and special purposes, for the fiscal years ending June thirty, nineteen hundred sixteen, and June thirty, nineteen hundred seventeen, and to provide a tax to meet the same.

The People of the State of Michigan enact:

SECTION 1. School for the fiscal year ending June thirty, nineteen hundred sixteen, by amounts and purposes as follows: Painting, Purposes. decorating, plumbing, and special repairs on buildings, five thousand seven hundred dollars; cement housing and cover for garbage cart, and extension of roof over brick pavement, two hundred eighty-seven dollars; flexotile flooring for children's dining room, one thousand sixty-five dollars; heating, lighting and water supply, eight hundred thirty-six dollars; kitchen and laundry equipment, one thousand three hundred dollars; lawn mower, shrubs, etc., for greenhouse and grounds, five hundred fifty dollars; farm equipment and supplies, two thousand one hundred sixty-five dollars; furniture, carpets and bedding, one thousand two hundred forty-five dollars; hospital and operating room equipment, five hundred sixtyfour dollars; playground outfits, seven hundred forty dollars; library books and supplies, seven hundred dollars;

SEC. 3. The further sum of twenty-five thousand two hundred sixteen dollars is hereby appropriated for the fiscal year ending June thirty, nineteen hundred sixteen, by amounts and purposes, as follows: For additional appropriation required to construct buildings for dependent crippled children provided for by act number one hundred fifty-two of the Public Acts of nineteen hundred thirteen, twenty thousand dollars; cement walks, three hundred dollars; heating, lighting, plumbing and water supply, three thousand two hundred three dollars; furniture and household equipment, one thousand four hundred seventy-three dollars; industrial training, two hundred forty dollars: Provided, That if the amount designated in sections two and three for any one of the purposes stated be insufficient to complete the work or purchase, any surplus remaining after the completion of the other work or purchase specified in said sections, may, by obtaining the consent of the State Board of Corrections and Charities and Auditor General in writing, before any expense in excess of the specific appropriation is incurred, be used in the account or accounts where such deficiency seems unavoidable, the intent of this proviso being to make the entire forty thousand three hundred sixtyeight dollars available for the purposes stated herein, if in the judgment of the State Board of Corrections and Charities and Auditor General it is deemed advisable to make the transfers for which provision is hereby made: Provided further, That the board of control of said school may obtain money under said sections before June thirty, nineteen hundred fifteen, in such amounts as it may by requisition certify to the Auditor General are necessary for immediate use, which amounts thus advanced shall be deducted from the total amount appropriated when the appropriation becomes available.

SEC. 4. The several amounts appropriated by the provisions of this act shall be paid out of the general fund in the State treasury to the treasurer of the State Public School at such times and in such amounts as the general accounting laws of the State provide, and the disbursing officer shall render his accounts to the Auditor General thereunder.

SEC. 5. The Auditor General shall incorporate in the State tax for the year nineteen hundred fifteen, the sum of ninetythousand three hundred sixty-eight dollars, and for the year nineteen hundred sixteen, the sum of fifty-eight thousand dollars, which amounts when collected shall be credited to the general fund to reimburse the same for the moneys hereby appropriated.

AN ACT to promote the public welfare; to create a commission to be known as the Agricultural Fair Commission; to provide for the appointment of such a commission and to fix their terms of office; to prescribe their powers and duties; and to make an appropriation to carry out the provisions of this act.

The People of the State of Michigan enact:

SEC. 2. State of Michigan or the rights of said commission. treasurer, before he enters upon the duties of said office, shall file with the Auditor General a bond to the people of the State of Michigan in the sum of fifty thousand dollars, to be approved by the Governor and the Attorney General, conditioned for the faithful performance of all his duties as such treasurer, and that he will use all necessary and reasonable diligence and care in the safe-keeping and lawful disposal of all sums of money and all other things appertaining to said office which come to his hands, or to the hands of any person or persons employed by him, and that said treasurer shall upon reasonable notice render a true account in the premises whenever he shall be thereunto required by any provisions of law and shall deliver over to his successor in said office or to any other person authorized by law to receive the same, all moneys, books, notes, papers, and all other things belonging to said office. Four members of said commission shall constitute a quorum for the transaction of business after it shall be duly organized.

SEC. 3. The commission shall have the power to make rules and regulations for the transaction of its business and for its own government not in conflict with prescribed law. The commission may be convened on the call of the president and shall hold its meetings at such time and place as said call may direct.

SEC. 4. The members of said commission shall receive no compensation for their services, but shall be paid their actual and necessary expenses incurred in the performance of their Compensation duties. Said commission is hereby empowered to fix the compensation of all its agents and employes. The expenses of said commission, shall be paid out of the moneys appropriated by this act and in such manner as in this act provided, and not otherwise.

SEC. 5. The said commission shall receive and distribute the moneys appropriated under this act for the payment of premiums awarded at the annual agricultural fairs held in this State in the year nineteen hundred fifteen and annually thereafter in such manner and amount as the said commission shall determine: Provided, That the premiums paid must be awarded on agricultural, horticultural, manufactured and domestic products and live stock grown or produced in this State, said premiums to be awarded by and under the direc tion and rules prescribed by said commission: And Provided further, That any agricultural fair receiving benefits under expenditures. this act, shall make a complete report, under oath, of their receipts and expenditures each year to the agricultural fair commission.

SEC. 6. In order for any agricultural fair to avail itself of the benefits and moneys appropriated by this act, the president and secretary of such an association must notify said commission in writing of its intention to hold an agricultural fair at least three months prior to the holding thereof and shall also forward to said commission a list of the articles, products,

SEC. 9.
