SEC. 5. The Auditor General shall incorporate in the State tax for the year nineteen hundred nine, the sum of forty-one thousand two hundred fifty dollars, and for the year nineteen hundred ten, the sum of eighty-two thousand dollars, which amounts when collected shall be credited to the general fund to reimburse the same for the moneys hereby appropriated. This act is ordered to take immediate effect. Approved May 26, 1909.

AN ACT to amend section eight of act number two hundred thirty-eight of the public acts of eighteen hundred eightynine, entitled "An act to provide for the amicable adjustment of grievances and disputes that may arise between employers and employes, and to authorize the creation of a State court of mediation and arbitration," the same being section five hundred sixty-seven of the Compiled Laws of eighteen hundred ninety-seven.

The People of the State of Michigan enact:

SECTION 1. Section eight of act number two hundred thirty-eight of the public acts of eighteen hundred eightynine, entitled "An act to provide for the amicable adjustment of grievances and disputes that may arise between employers and employes, and to authorize the creation of a State court of mediation and arbitration," the same being section five hundred sixty-seven of the Compiled Laws of eighteen hundred ninety-seven, is hereby amended to read as follows:

SEC. 8. Each arbitrator shall be entitled to five dollars per day for actual service performed, payable from the treasury of the State. The clerk or secretary shall be appointed from one of their number, but shall not receive any salary or compensation in addition to that provided in this section. Approved May 26, 1909.

AN ACT to repeal an act entitled "An act to provide for the licensing of insurance companies, to insure against loss or damage resulting from burglary or robbery or attempt thereat, also the loss of money or securities in transit by registered mail, limiting the scope of their business and defining their powers, duties and qualifications," the same being act number one hundred seventy-four of the public acts of eighteen hundred ninety-seven and being sections five thousand one hundred forty-four to five thousand one hundred fifty, inclusive, of the Compiled Laws of eighteen hundred ninety-seven.

The People of the State of Michigan enact:

SECTION 1. Act number one hundred seventy-four of the Act repealed. public acts of eighteen hundred ninety-seven, entitled "An act to provide for the licensing of insurance companies, to insure against loss or damage resulting from burglary or robbery or attempt thereat, also the loss of money or securities in transit by registered mail, limiting the scope of their business and defining their powers, duties and qualifications,” being sections five thousand one hundred forty-four to five thousand one hundred fifty, inclusive, of the Compiled Laws of eighteen hundred ninety-seven, is hereby repealed. AN ACT making appropriations for the Upper Peninsula Hospital for the Insane at Newberry, for the biennial period ending June thirtieth, nineteen hundred eleven, for building and special purposes, and to provide a tax to meet the same.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated for the Upper Appropriation. Peninsula Hospital for the Insane for the fiscal year ending

June thirtieth, nineteen hundred ten, the sum of eight thou

sand three hundred dollars, for purposes and by amounts as Purposes. follows:

For extension of twelve-inch steam main from heating plant to quadrangle, and for one underwriter's fire pump and for water main, three thousand five hundred dollars;

For cold storage and meat shop, four thousand dollars;

SEC. 2. The further sum of ten thousand dollars is hereby appropriated for the said institution, for the fiscal year ending June thirtieth, nineteen hundred eleven, for the purpose of enlarging the main dining room.

SEC. 3. If the amounts designated in sections one and two of this act for any one of the purposes stated, be insufficient to complete the work or purchase specified in said sections, any surplus remaining after the completion of other work or purchase may, by obtaining the consent of the State Board of Correction and Charities and the Auditor General in writing, before any expense in excess of the specified appropriation is incurred, be used in the account or accounts where such deficiency seems unavoidable, the intent being to make the entire fourteen thousand eight hundred dollars available for the purposes stated in sections one and two.

SEC. 4. The several sums appropriated by the provisions of this act shall be paid out of the general fund in the State treasury to the treasurer of the Upper Peninsula Hospital for the Insane at such times and in such amounts as the general accounting laws of the State prescribe, and the disbursing officer shall render his account to the Auditor General thereunder.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated for the Michigan Home for the Feeble Minded and Epileptic, for the fiscal year ending June thirtieth, nineteen hundred ten, the sum of six thousand five hundred dollars for purposes and by amounts as follows:

New closets and tile floors, five thousand one hundred

dollars;

Hot water heater, one thousand four hundred dollars.

AN ACT making appropriations for the Northern State Normal School for current expenses for the fiscal years ending June thirtieth, nineteen hundred ten, and June thirtieth, nineteen hundred eleven, and for building and special purposes for said institution, and to provide a tax to meet the

same.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated for the current Appropriation. expenses of the Northern State Normal School for the fiscal year ending June thirtieth, nineteen hundred ten, the sum of fifty thousand dollars, and for the fiscal year ending June thirtieth, nineteen hundred eleven, the sum of fifty thousand dollars.

SEC. 2. The further sum of two thousand five hundred fifty Further apdollars is hereby appropriated for the said institution for the propriation. fiscal year ending June thirtieth, nineteen hundred ten, for purposes and by amounts as follows:

For converting rooms under south wing and library for use in domestic science, one thousand five hundred dollars;

SEC. 3. It is hereby provided that if the amounts designated in section two of this act for any one of the purposes stated, be insufficient to complete the work or purchase, any surplus remaining after the completion of other work or purchase specified in said section may, by obtaining the consent in writing of the State Board of Corrections and Charities and the Auditor General before any expense in excess of the specified appropriation is incurred, be used in the account or accounts where such deficiency seems unavoidable, the intent being to make the entire two thousand five hundred fifty dollars available for the purposes stated in said section two. The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated for the current expenses of the Michigan Employment Institution for the Blind, for the fiscal year ending June thirtieth, nineteen hundred ten, the sum of twenty-five thousand dollars, and for the fiscal year ending June thirtieth, nineteen hundred eleven, the sum of twenty-five thousand dollars.
