PREFACE TO THIRD ENGLISH EDITION. It is now nine years since the last edition of this work was issued. During this interval of time no events of paramount importance to International Law have taken place, unless the periodical eruptions of that neverextinct volcano, the Eastern Question, can be so considered. Nevertheless this edition has required very careful revising and extensive alterations, owing to the numerous points of secondary interest that have arisen, and which are recorded in the usual sources of information, such as diplomatic correspondence, judicial decisions, and so forth. In offering this edition to the public I wish to record my very great gratitude to Mr. Horace Nelson, of the Chancery Bar, the learned author of a valuable work on Private International Law, for his assistance in preparing it.
