SIR: I have the honor of transmitting through you to the Legislature the second biennial report of the Department of Public Instruction, for the school years of 1881 and 1882.

REPORT

OF THE

Superintendent of Public Instruction.

To the Legislature of Minnesota:

I have undertaken in the following report, and the documents, reports and tables accompanying, to present as complete a view as possible of the educational institutions of the state, the work done, the support they have received, with the manner of its expenditure, and to call the attention of your honorable body to some of the ways by which, as it seems to me, the exercise of your authority and the pecuniary aid of the state would increase their efficiency by better methods of administration and more extended operations.

OMISSIONS.

There will appear a marked incompleteness in this presentation, in the omission of the financial exhibits of all the State educational institutions. The fiscal year for these closes upon November 30, after which the reports are to be made to the Governor of the state. This, of course, prevents including the matter of these reports in the report of Department of Public Instruction. The written reports of these institutions have, in most cases, been furnished by the courtesy of their superintendents, and not by any requirement of the law.
