active and competent faculty embracing the departments of anatomy, physiology, chemistry, materia medica, therapeutics, medicine, surgery, obstetrics, histology, pathology, bacteriology, ophthalmology, otology, gynecology, laryngology, dermatology, hygiene and state medicine, and which does not enjoin attendance upon 80 per cent. of four regular courses of instruction, of not less than twenty-six weeks each, in four different years, and which does not exact an average grade of 75 per cent. on an examination as a condition of graduation.

RULES NOW EFFECTIVE.

Rule 12. The following was adopted as a rule of the Board: That in cases where the applicant makes claim that his diploma has been lost in any way, that such applicant be required to furnish satisfactory evidence of his graduation by procuring and presenting to the Board a certificate from the Secretary of the medical college from which he obtained his degree, certifying to the fact of his graduation, giving date of the same and bearing the seal of the college.

Rule 16. That the Secretary of the County Medical Society of each county in the State having such officer, and some reputable and legally qualified physician in other counties where such officer is not found, be requested to send to this office the name of every person who is now or may hereafter engage in the practice of medicine in his respective county without having procured a certificate of qualification from this Board as provided by law; and that he send therewith a verified charge of such violation, together with the names of one or more persons who have been treated by such illegal practitioners.

Rule 37. That on and after this date (November 28, 1899), when an application for registration to practice medicine, surgery and obstetrics in this State is filed during the recesses of this Board, the papers appearing complete except the freeholders' affidavit, the Secretary be instructed to notify such applicant that he may take out a permit authorizing him to practice until the next regular meeting of this Board, unless such meeting shall occur sooner than three months, and then at the regular meeting next ensuing.

Rule 49. That in pursuance of the law which empowers the Indiana State Board of Medical Registration and Examination to make and establish all necessary rules and regulations for reciprocal recognition of certificates issued by other States, and to prevent unjust and a1litrary exclusion of graduates of medicine from this State who have filled its requirements, the Indiana State Board of Medical Registration and Examination does adopt and establish this rule: That no applicant from any other State for a certificate entitling him to practice medicine, surgery and obstetrics shall be granted a certificate by this Board on conditions less exacting than those required of applicants from Indi, na by the Examining Board of the State from which he comes.

Rule 53. Whereas, This Board find it alrost impossible to get a proper understanding of the wam gerent, teachings and requirements of foreign medical colleges, and foreign Boards

have, so we are inform ed, held that graduates of American medical colleges should take an exen.ination in their various countries before engaging in the practice of medicine, surgery and obstetries; therefore be it

Resolved, That on and after the adoption of this resolution all graduates of colleges outside the United States who apply to this Board for certificates shall be required to pass the examination of this Board.

Rule 58. Inasmuch as the law contemplates that a residence in this State is es dial to eligibility to registration under the medical act of the State to practice medicine, surgery and obstetries therein,

Resolved, That on and after this date (December 14, 1899) all applicants for registration, under the medical act now in force, not having a legal residence in Indiana, will be required to acquire a residence by sojourning in the State six months after making such application, lefore such applicant can Lecove eligible to registration: Provided, That such person, being otherwise entitled to registration and having paid the fee of such registration, may be permitted to practice by special permit, until the expiration of the said period of six months,

Rule 60. It will be necessary that specific charges be made in order that this Board may be able to take effective action. Gross immorality, habitual drunkenness, the drug habit, obtaining certifi

cate or license by fraud or misrepresentation, are reasons contemplated in the law necessary to revoke, or refusal to grant license. All persons making complaints against applicants before this Board must be notified that when complaints are filed they must be specific, giving full circumstances, dates, and witnesses that will swear to the same, with the postoffice address of each, and make affidavit to the same, and forward at once to this office, or this Board can give the matter no consideration.

The diplomas of the following named medical colleges are not recognized by this Board, for the reason that said colleges have not complied with the minimum requirements of this Board: American Eclectic Medical College, Cincinnati, Ohio. American Health College, Cincinnati, Ohio.
