Hoagland; thence along said Isaac B. Hoagland and Paul Beardslee westerly seventy-five rods to a stake in said line; thence north across Isaac B. Hoagland, Amwell road, William H. Baker and P. V. D. Van Doren on the line of William C. Stryker to a stake; thence east along said Stryker to a line eighty rods to a corner of the Demarest tract; thence north sixty rods along said Stryker and Demarest to a cedar tree; thence in an easterly direction to the Millstone river; and thence along the Millstone river south to the place of beginning. CHAPTER 31.

An Act to incorporate the township of East Hanover, in the county of Morris.

BE IT ENACTED by the Senate and General Assembly of the State of New Jersey:

1. The inhabitants of that portion of the township of Hanover, in the county of Morris, contained within the limits hereinafter set forth, are hereby constituted and declared to be a body politic and corporate in fact and in law by the name of "Township of East Hanover," and shall be governed by the general laws of this State relating to townships.

2. The territorial limits of said township shall be as East Hanover. follows: All that portion in the township of Hanover within the following described lines, to wit: Beginning in the middle of Cook's bridge over the Passaic river in Hanover and in the division line between Morris county and Essex county, being the most easterly boundary line of Hanover township; thence (1) in a northerly direction in the center of the Passaic river to the junc tion of the Rockaway river and the Passaic river; then (2) southwesterly in the middle of the Rockaway river its various courses to where the Whippany river joins the Rockaway river (known as New river) near Malachi Sharkey; thence (3) up the middle of the Whippany river the several courses thereof to where the line of the Smith or line ditch intersects the same, at the junction of Troy brook; thence (4) up the line ditch to its intersection with the Perrine road; thence (5) in a straight line in a southwesterly direction to the middle of Haight's bridge over the Whippany river; thence (6) up the middle of the Whippany river to its junction with Black brook; thence (7) in a southwesterly direction in the middle of said brook to its intersection with the borough of Florham Park northerly line; thence (8) along the line of the borough of Florham Park easterly to its intersection with the Passaic river, in the center thereof; thence (9) up the middle of said river northeasterly to the place of beginning, in Cook's bridge.

3. This act shall not become operative until its pro- Referendum. visions shall be submitted to all the voters of the entire township of Hanover at a special election to be held within said township and at said election adopted by a majority of the votes cast at said special election. Said special election shall be held within the said town- Special ship of Hanover within sixty days, holidays excepted, from the passage of this act, and between the hours of six o'clock A. M. and seven o'clock P. M. of the day fixed for such election and at places within said township to be fixed and provided for by the clerk of the township of Hanover, in the county of Morris. The Notice given. clerk of the township of Hanover shall cause public notice of the time and places of holding the said election to be given by advertisements signed by himself, and set up in at least six public places in said township (three of which shall be within the above described territory), and published in at least one newspaper circulating in the township of Hanover, at least ten days prior to such election, and the said clerk shall provide for the electors voting at such election, ballots to be printed Ballots. or written, or partially written and partially printed, conforming as nearly as possible with the forms of the ballots used at general elections and upon which ballots shall be printed the proposition to be submitted to the voters, with instructions in the following form:

Such election shall be held at the time and places so appointed and shall be conducted by the officers of the election districts of the township of Hanover. The officers of each district holding such election shall within three days after such election make a return in duplicate, one to the township committee of the township of Hanover and the other to the clerk of the county of Morris of the result of such election by statements in writing and under their hands, and the same shall be entered at length upon the minutes of the township committee of the township of Hanover and upon its adoption by a majority of such electors voting at said special election as aforesaid, and not otherwise, this act shall in all respects be operative; provided, that if any other portion of Hanover township by act of this present LegAs to another islature shall be set off as a separate township requiring a referendum of all the voters in Hanover township before its adoption, then in such case the election called for herein shall be held on the same day, time and places as such other election is held and the notices, publication and advertisements required hereunder shall be given as herein set forth. Upon the ballots used at such joint special election both propositions with the instructions, shall be printed.

4. The registers of voters of said township of Hanover used in said township in its respective districts at the last general election shall be used in the conducting of such special election.

The boards shall meet at such places provided by the clerk of Hanover township and at such time as shall be designated by the aforesaid clerk at least one week preceding said special election. Notice of the time and places so designated for such meeting shall be given by

in said territory at the time of the passage hereof, or
who shall be sworn by the written affidavit of a voter
residing in said district to be entitled so to vote.

copy of said register shall be mailed to the chairman
of the county board of elections of Morris county, to
be filed by said board, and one copy shall be retained
for the use of each district board of election at such

instance shall be borne by the township of Hanover, but
in the event of the adoption of this act the newly created
municipality shall reimburse the township of Hanover
for such expense.

Immediately after the statements of the result of such election shall be made to the township committee of the said township of Hanover, another copy of said statements certified by the clerk of the township of Hanover shall be filed by him in the office of the county clerk of the county of Morris.
